Overview

SENIOR PROGRAM ANALYST (CGFAS-2022-17631-Z):

 

Bowhead seeks to network with Senior Program Analyst for future efforts needing to assist in developing Excess Defense Article (EDA) transfer project maintenance/refit, installation, and training project work plans and schedules.

 

Responsibilities

  • Assist in monitoring and assessing EDA transfer project work in progress, assessing project risks, and providing recommended avoidance or mitigation plans
  • Assist in researching, identifying, and analyzing alternate solutions to technical issues on EDA transfer projects during the course of the ship maintenance availabilities
  • Assist with the development of the EDA transfer project maintenance availability and Integrated Maintenance Schedules (IMS) and track planned work against the IMS
  • Identify and analyze EDA transfer project process and program efficiencies and lessons learned and provide recommendations
  • Provide on-site CONUS/OCONUS technical support services coordination, administration, and logistics for EDA ship transfer maintenance/refit, installation, and training activities
  • Assist with research and logistics support services required to procure material in support of ship alterations, equipment upgrades, industrial maintenance, and repairs
  • Assist with receipt, inspection and acceptance, handling and packaging, forwarding, and tracking of material shipments
  • Assist in performing EDA transfer project technical reviews, program reviews, and status meetings, including preparing minutes and meeting notes
  • Assist with the EDA transfer project Material Condition Assessments (MCA) and inspections necessary to diagnose system readiness, determine reactivation requirements, and prepare accurate repair packages
  • Assist with preparing reports, including material condition reports, project status reports, quality assurance reports, and operations and maintenance training
  • Assist in assessing ship systems and structures through open and inspect checks, trouble shooting, log entries, and ship’s history data
  • Assist with ship availability execution for repair and maintenance of ship hull, mechanical, electrical, communications, command and control, navigation, and ship control in support of “hot” transfer
  • Assist with ship availability execution for repair and maintenance of ship hull, mechanical, electrical, communications, command and control, navigation, and ship control in support of “cold” transfer, including material and support services required to bring the ship and shipboard systems to, at least, a safe-to-sail status as determined by the USCG and the customer country
  • Prepare and assist tracking and closing out action items and deliverables
  • Assist in the administrative and logistics requirements to support EDA transfer project Joint Visual Inspections (JVI), site surveys, meetings, foreign visits, and USCG visits
  • Advise and assist in boat inspection and acceptance activities
  • Assist the JVI of assets to provide expert advice and assist in developing requirements
  • Assist in performing physical configuration validation of equipment, systems and ships, providing quality assurance reviews of configuration data in existing files and databases, and identifying and correcting discrepancies
  • Other duties as assigned

Qualifications

  • Fifteen (15) years of relevant experience directly related to naval ship maintenance or overhaul, including planning, management, and assessment of ship maintenance activities

  • Bachelors degree and either of the following minimum combined qualifications:
    • Ten (10) years of relevant program analyst experience and five (5) years of recent Foreign Military Sales (FMS) case-level experience
    • Twelve (12) years of relevant program analyst experience and three (3) years of recent FMS case-level experience
  • Minimum of five (5) years of relevant experience serving aboard a United States Navy (USN), United States Coast Guard (USCG), or Department of Defense (DoD) vessel and five (5) years of relevant experience directly related to naval ship maintenance or overhaul, including planning, management, and assessment of ship maintenance activities
  • Three (3) years of FMS EDA transfer project experience
  • Experience directly working with United States Government (USG) and foreign stakeholders, including briefing General Officers, Flag Officers, or Senior Executive Service members
  • Experienced use of Microsoft Office Suite

 

Desired experience:

  • Weapon system retrofit and new purchase weapon system technical assessments and installation; work plans and schedules; monitoring project progress; assessing project risks; providing recommended avoidance or mitigation plans; researching, identifying, and analyzing alternate solutions; and identifying and analyzing efficiencies and lessons learned and providing recommendations

 

 

Physical Demands:

  • Must be able to lift up to 15 to 25 pounds 
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

 

 

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
