Overview

Bowhead seeks a Wargaming Lead to support an upcoming Innovation, Integration, and Information Support III (3IS III) contract primarily at Schriever Space Force Base, CO. 

Responsibilities

Lead Bowhead efforts to support for the Space Training and Readiness Command (STARCOM) Wargaming task, which provides wargaming capabilities and support for United States Space Force (USSF), STARCOM, Space Systems Command (SSC), and Space Operations Command (SpOC) IAW government direction through the organizational construct of STARCOM/Delta 10/OL-B. STARCOM Wargaming provides capabilities to investigate issues and implications of space and cyberspace operations in greater depth than available during daily and routine operations. STARCOM Wargaming executes the Title 10 Schriever Wargame (SW) Series (SWS) cycle as well as STARCOM Wargaming events, while supporting additional wargame requirements throughout the annual planning cycle. The STARCOM Wargame Team develops and executes wargame planning events as part of the annual wargame plan, coordinated with the USSF Wargaming Coordination and Alignment Team (WARCAT) including workshops, seminars, deep-dives, conferences, and other events to support USSF, STARCOM, SSC, and SpOC requirements, as well as developing materials needed to conduct the SWS Capstone.

 

Lead and manage:

  • Design and/or coordinate development of wargame planning events as part of a coordinated annual cycle to include workshops, seminars, deep-dives, conferences, and other events to support development of required materials for STARCOM Wargaming events (including SWS). These materials include, but are not limited to, draft objectives, orders of battle (OBs) and toolkits, organizational cell structures, scenarios, Quick Look Reports (QLRs), final reports, and internal training materials/sessions for contract personnel
  • Provide wargame developers with space, cyberspace, intelligence, policy (strategic, operational, national, and international), modeling and simulation, space launch, and operational planning expertise to fully integrate space and cyberspace play into wargame events in support of USSF Chief of Space Operations (CSO)- and STARCOM-approved game and event objectives
  • Review manpower, types and levels of expertise, and current training/education level on the STARCOM Wargaming Team to ensure the team can meet the operational tempo of the annual wargame cycle, increased sophistication of the wargame, wargaming tools, and the demand for support to other wargames, exercises, and activities
  • Design and develop with outside organizations to deliver space, cyberspace, and terrestrial wargame OBs and toolkits as required to meet wargame and wargame event objectives. These organizations include, but are not limited to: SSC, SpOC, National Reconnaissance Office (NRO), commercial and civil companies and organizations, Missile Defense Agency, Air Force Research Lab, Space Rapid Capabilities Office, Space and Missile Defense Command, USCYBERCOM, the National Air and Space Intelligence Agency, and participating nations. These toolkits shall be comprised of items at multiple classification levels, multiple domains, and a broad range of Red (adversary), Blue (coalition), and rest-of-world systems and capabilities in accordance with wargame objectives and government direction. These OBs and toolkits may be required to represent both notional and real-world systems and may be acquired from and/or used for other Government-approved and directed wargames, exercises, and/or events
  • Provide draft invitations and/or read-ahead documentation for key wargame events for Government review and approval
  • Recommend potential SME participants, both individuals and organizations, to ensure appropriate participation in planning events at appropriate classification levels. Participants may be called upon to replicate military, government, commercial, media, civil, and diplomatic disciplines within wargame planning and the capstone event
  • Support wargame development using personnel as necessary based on wargame objectives with expertise in areas such as wargame design, adjudication, adversary concepts, operational concepts, national intelligence, international engagement, commercial space, civil space, campaign planning, Battle Management, Command and Control, space and cyberspace operations, deterrence, forces and architectures, academic institutions, global industry and private sector issues, and space and cyberspace law, authorities, policy, and rules of engagement
  • Assist Government in defining requirements for robust Modeling and Simulation (M&S) support for wargame execution
  • Coordinate Information Technology (IT) Support (i.e., STARCOM Wargame Network-Secret (SWN-S), STARCOM Wargame Network-Sensitive Compartmented Information (SWN-SCI), CTOC, and USTOC) for use by the STARCOM Wargaming Team and event attendees in accordance with functional specifications. Provide system administration to the SWN-S and SWN-SCI VMware environments which include, but are not limited to, the required versions of Microsoft (MS) Active Directory, Windows Servers, and Windows clients

Qualifications

• Bachelors (BS) Degree in Computer Science, Engineering, Math, Physics Science, or Equivalent
• Strong DoD Space Officer background, preferably service in one or more of the organizations served by this contract
• At least ten (10) years in management positions with ten (10) years experience in one or more of the following space related focus areas: Program Management; OT&E / DT&E; Wargaming; Distributed Mission Operations (DMO) in support of exercises utilizing Live, Virtual, Constructive (LVC) tools and processes
• Graduate of Space Operations Officer Courses (Space 100 through 300)
• Possess knowledge and experience managing IT service Management
• Intermediate level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
• Ability to communicate effectively with all levels of employees and senior military leadership
• Strong interpersonal skills and good judgment with the ability to lead and motivate

 

SECURITY CLEARANCE REQUIRED: Must have an active security clearance at the Top Secret level. Must be eligible for a Sensitive Compartmental Information (SCI). US Citizenship is a requirement for a Top Secret/SCI clearance at this location.
