Overview

Bowhead seeks a Test & Evaluation Lead to support an upcoming Innovation, Integration, and Information Support III (3IS III) contract primarily at Schriever Space Force Base, CO. 

Responsibilities

Oversee delivery of SBMW Developmental Test & Evaluation (DT&E), integrated test, and Operational Test & Evaluation (OT&E) test products such as: Test Strategy Briefs, initial and final test designs (e.g., Scientific Test and Analysis Techniques (STAT) planning tool), initial test design briefings, test execution procedures, Data Management and Analysis Plans (DMAPs), Test Concept Briefings, test plans, test plan briefings, test support written request replies, Integrated Test Team (ITT) Charters, Joint Reliability and Maintainability Evaluation Team (JRMET)/Test Data Scoring Board (TDSB) Charters, lessons learned analysis, support to Verification & Validation (V&V), Modeling & Simulation Accreditation Plans, Operational Test Acknowledgement Letters (response to PEO Cert), Operational Test Readiness Review (OTRR) Briefings, Safety and Technical Review Board products, Test and Evaluation Master Plans (TEMPs) or Test Strategies, Test Capability Accreditation Plans (Threat), Test Readiness Reviews Briefings and reports, Test Resolution Analysis Committees (TRACs) briefings, memorandums, and reports, Test Resource Plans (TRPs)/ROMs (as applicable), Testability Attestation Memorandums, raw test data to DOT&E (as applicable), interim memos/reports as required by the Government, test/final report(s), and Tool Development Reviews.

 

Participate in the meetings required to produce these test products (e.g., test design workshop and 17 TES test design meetings and reviews) and incorporate government directed changes.

 

Oversee participation in training and test dry runs as necessary in preparation for SBMW operational, developmental, and integrated test executions.

 

Support planning and execution of any planned cybersecurity assessments associated with SBMW DT&E, OT&E, and integrated test.

 

Execute test activities mainly at Buckley SFB, Colorado and Schriever SFB, Colorado.

 

Oversee support of Space Based Missile Warning (SBMW) Integrated Test to include: SBMW integrated, operational, contractor, developmental test mission.

 

Provide test analysis support for SBMW tests (to include integrated testing) throughout the life of the testing effort (planning, execution, analysis, reporting, and closeout).

 

Oversee Bowhead support for Test Planning; Test Tool Development, and Test Execution, Test Analysis, and Test Reporting.

Qualifications

• Bachelors (BS) Degree in Computer Science, Engineering, Math, Physics, Science, or equivalent
• Strong DoD Space Officer background, preferably service in one or more of the organizations served by this contract
• At least ten (10) years in management positions with ten (10) years experience in the following space related focus areas: Program Management; OT&E / DT&E; Wargaming; Distributed Mission Operations (DMO) in support of exercises utilizing Live, Virtual, Constructive (LVC) tools and processes
• Graduate of Space Operations Officer Courses (Space 100 through 300)
• Possess knowledge and experience managing IT service Management
• Intermediate level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
• Ability to communicate effectively with all levels of employees and senior military leadership
• Strong interpersonal skills and good judgment with the ability to lead and motivate


SECURITY CLEARANCE REQUIRED: Must have an active security clearance at the Top Secret level. Must be eligible for a Sensitive Compartmental Information (SCI). US Citizenship is a requirement for a Top Secret/SCI clearance at this location.
