Overview

Bowhead seeks a Leased Facilities Project Manager who has experience leading a team of professionals in completing projects by a set deadline and within budget in support of the Pentagon Force Protection Agency (PFPA) contract located in Arlington, VA. As the Leased Facilities Project Manager, you will provide the Department of Defense with developing project / program documentation such as Concept of Operations documents, training manuals, troubleshooting guides, business cases, and project charters and develop briefings and white papers to report on program/project status, issues, activities, and proposed changes. The Contractor shall provide full lifecycle systems engineering, for PFPA Electronic Security Systems to include Access Control and Intrusion Detection Systems; Identity Management Systems; Closed Circuit and IP based Video Surveillance Systems; and Physical Security Information Management Systems.

Responsibilities

  • Develop, track, and manage project schedules
  • Gather and analyze system requirements from customers and stakeholders
  • Provide input in the development of Performance Work Statements, cost estimates, and market research
  • Lead taskings, facilitate or participate in working group, Integrated Project Team, and technical meetings, and track due-outs to closure from various stakeholders focused on objectives as assigned
  • Develop briefings and white papers to report on program/project status, issues, activities, and proposed changes
  • Develop and execute system testing, commissioning, and verification and validation
  • Troubleshoot system/sensor issues, issue tickets to OGC and oversee timely repair by the OGC within their contractual Service Level Agreements
  • Plan and execute assigned VSS/ESS projects in accordance with ESSB Branch Chief planned activity
  • Establish and maintain ESSB Video Surveillance Program and Project Management Plans
  • Track, report, and analyze assigned ESSB projects, providing updates and relevant Project updates in Significant Activity Report (SAR) and other applicable venues
  • Plan, survey, and report on assigned ESSB taskings
  • Collaborate and liaison with Joint Service Provider, other IT providers, internal and external stakeholders with regard to Electronic Security Systems deployed at the Pentagon Reservation and applicable facilities within the National Capital Region
  • Participate in scheduled updates of the Integrated Security Master Plan as assigned by ESSB
  • Perform weekly Operational Readiness Testing of all Video Surveillance assets, reporting and correcting deficiencies through appropriate venue
  • Participate in ~5-10 weekly meetings to discuss ongoing project progress
  • Document current state business problems and business processes
  • Analyze and assess for opportunities to streamline and improve
  • Develop security standards and plans for the Pentagon, NCR DoD and leased facilities, and Raven Rock Mountain Complex; develop installation threat, vulnerability, and criticality analysis; develop physical security procedures, concept of operation, and use case scenarios; and develop a standard for physical security appurtenances, provide analysis of alternatives for physical security measures, and conduct site walks to identify vulnerabilities and mitigation measures through installation of security hardware and changes to policy and procedures
  • Develop a Quality Assurance program to document minimum standards for system performance and configuration for all physical security systems
  • Experience with MS Word to prepare, monitor, and maintain weekly status reports
  • Experience with MS PowerPoint to develop directorate, executive level presentations
  • Manage and maintain project taskings and archival of critical activity records in accordance with standard operating procedures and best practices
  • Address and prioritize efforts to effectively resolve issues in areas where directed or inherent job duties and ability to use discretion when other stakeholders need to be involved to assist efforts
  • Ability to communicate effectively and professionally to various stakeholders with differing perspectives and mission objectives
  • Provide inputs into the development of Business Needs / Case Analysis and Project Charters
  • Gather and analyze system requirements from customers and stakeholders and shall provide input into the development of Performance Work Statements, cost estimates, and market research
  • Conduct analysis of operational and design requirements, construction and implementation requirements, performance characteristics, cost / benefit and sustainment requirements
  • Advise the government lead regarding most effective approaches to support short and long-term goals
  • Perform data analysis and make recommendations to improve system performance and reduce operational costs

Qualifications

In accordance with Executive Order 14042: Ensuring Adequate COVID Safety Protocols for Federal Contractors, candidates should be aware that they may be required to have received or be willing to receive the COVID-19 vaccine by date of hire.

 

  • College degree in Business management, Homeland Security Studies, Construction Management, is preferred
  • Experience in lieu of a college degree is acceptable
  • Have relevant/appropriate industry certifications in one or more of the following systems: AMAG Symmetry, SoftwareHouse CCURE, and Bosch Video Management System
  • Be proficient in Excel, Word, and Power Point
  • Prior DoD experience is preferred
  • Demonstrated excellent written and verbal communication skills
  • Demonstrated strong attention to detail
  • Demonstrated skills in prioritization and multi-tasking
  • PMP is preferred
  • Physical security certifications are desired

 

Physical Demands:

  • Must be able to lift up to 75 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend, and squat periodically

 

SECURITY CLEARANCE REQUIRED: Must hold an active security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
