Bowhead seeks a Property Specialist for a 6 month contract to support the eXportable Combat Training Capability (XCTC) Program for the Army National Guard (ARNG) located in Louisville, KY. This position is fulltime Exempt (salary) supporting the XCTC Program and may support work originating at any, or all of the multiple scheduled locations of these events.


  • Assist in Interview, performance counseling, and overseeing of employees for administrative support.
  • This leadership role requires managing and mentoring a mid-sized team to include balancing workload, assignments, and performance development in a complex environment responsible for managing government, customer, and company property.
  • Performs all aspects of administrative and technical property administration and coordination work: receipt, induction, inventory, record management, loss/theft/damage/destruction (ltdd), maintenance, and disposition of all property, in accordance with Federal Acquisition Regulation (FAR) 52.245-1
  • Assist in planning, scheduling, and coordination for the movement of materials and equipment to support periodic XCTC rotations, logistic needs within Maximo and through other transportation means.
  • Occasional travel required to multiple locations to support the XCTC Program in all stages including but not limited, Pre-Planning, Final Planning, After Action, and rotation
  • Performs routine inspections of property records to ensure 100% accountability
  • Assist with the overseeing of the roll-out and operation of an automated asset management system and support all client and vendor requests related to this capability
  • Assist in providing briefings, inventory demonstration to support client visits and meetings
  • Provide lessons learned and recommendations for continual improvement of exercise support capabilities, effectiveness, and efficiency
  • Manages the strict inventory control and accountability of exercise equipment
  • Participate in and document the issue, installation, maintenance, and recovery of instrumentation components
  • Responsible for 100% accountability of all equipment
  • Responsible for assisting with resolving customer issues, internal and external that have originated.
  • Coordinates activities with other departments either internal external (suppliers, transportation)
  • Responsible for assisting with the coordination of pack out, unloading, maintenance and shipping of equipment
  • Work with the exercise team for exercise support
  • Supervise trailer shipment and load planning
  • Inventory/Maintenance Responsibilities (include but are not limited to the following):
  • Oversee daily warehouse activities to include shipping, receiving, inventory cycle counts, cleaning, organizing, and maintenance of all GFP
  • Participate in team driven equipment maintenance
  • Provide input and understand warehouse operations standard operating procedures (SOPs) for exercise support
  • Become proficient in how Flex Train equipment works as well as prepared and deployed at exercises
  • Operate the in-house material asset tracking system for inventory management
  • Oversee the Creating, maintaining, and reviewing of the DD Form 2062s (inventory listings) for government and corporate property
  • Participate in planning tasks with assigned exercise team
  • Oversees performance of contract work of sub-contractor, contracted to support sustaining equipment
  • Estimates annual material and equipment needs to assist in budgeting

  • Bachelors degree in Business, Supply Chain Management, OR a related field OR Military experience may substitute for some requirements. Military technical certification credit for military experience (military personnel who have been formally trained or have relevant experience obtained while in service versus civilian training)
  • Minimum of 2 years relevant work experience in Contracts, Logistics, Operations, Program, Property or Supply Chain functions encompassing a strong working knowledge of Logistics and Property Management theory
  • Experience in government property and Federal Acquisition Regulations (FAR) compliance areas including interpreting and implementing FAR and DFAR contract property requirements
  • Experience ideally in a fast-paced matrix environment responding quickly to shifting priorities, rapid customer requests and holding other accountable to their commitments
  • Experience interfacing with all levels within an organization
  • National Property Management Association Certification or ability to obtain within 1 year
  • Computer experience/certification strongly desired.
  • Forklift experience/certification strongly desired.
  • Demonstrate proficient oral and written communication, with strong attention to detail and an ability to interact effectively with people of varying technical abilities (engineers, technicians, and military personnel).
  • Demonstrates flexible team-oriented attitude; adapts to changing requirements.
  • Able to perform well and adapt in high-stress, fast-paced environments.

Physical Demands:
• Must be able to lift up to 25 pounds
• Must be able to stand and walk for prolonged amounts of time
• Must be able to twist, bend, and squat periodically


SECURITY CLEARANCE REQUIREMENTS: Must currently have and able to obtain a security clearance at the Secret. US Citizenship is a requirement for admission to this location.
