Overview

Bowhead seeks a Management Analyst to support the NIWC LANT PMES (Program Manager Equipment Support) contract located in Quantico, VA. The Management Analyst will conduct Manpower, Personnel, and Training (MPT) and Human Systems Integration (HSI) analyses to include job task analyses, maintenance task analyses, physical and cognitive workload analyses, training analyses, and personnel analyses using Government-approved modeling software and methodology in accordance with MCO 5311.1E, MIL-STD 1472G, MLD-HDBK 29612X, MIL-PRF 29612-2B, GEIA-STD-0007, and NAVMC 1553.1A.

Responsibilities

  • Conduct program document health assessment analyses relevant to MPT/HSI for the targeted systems in accordance with the Health Assessment Template and provide document to Government for review and approval.
  • Provide continuous technical support to the Program office in the development, review, and update of key MPT products. Activity support includes support of working group or IPTs for MPT activities, providing MPT input to program IMS, coordinating development of documents in accordance with applicable templates, provide meeting support of agendas, meeting minutes an action items, updating MPT Assessment Determination (MAD) tool, MPT Plans (MPTPs), and MPT IPT charters for each MPT effort as required. Additionally, support to Government lead to develop, update or review documentation for Operator and Maintainer New Equipment Training (NET) packages in accordance with NAVMC 1553.1A.
  • Provide continuous technical support to the Program Office by the developing, reviewing, and updating methodology memos in accordance with the Total Force Structure Division-provided template.
  • Develop and disseminate survey instruments with which to collect MPT/HSI data related to T&E events, training readiness, and other MPT/HSI-related domains.
  • Develop, review, and update program MPT Analysis Reports (MAR) in accordance with the MARCORSYSCOM MAR template and submit to cognizant Government officials for approval or revision; conduct revisions as necessary to obtain Government approval.
  • Analyze relevant data, which may include annual revenues, employment, or expenditures.
  • Interview managers and employees while observing their operations.
  • Develop solutions to problems.
  • In the course of preparing recommendations, understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture.
  • Prepare and solve mathematical models.

Qualifications

  • Bachelor’s degree in a business or technical field.
  • Ten (10) years of experience in engineering/science management, operations research analysis or financial/cost analysis.
  • Experience shall include collection, review, and analysis of information in order to make recommendations to the Government.
  • Individual shall have notable experience in U.S. Navy programs or operations.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

• Must be able to lift up to 25 pounds
• Must be able to stand and walk for prolonged amounts of time
• Must be able to twist, bend, and squat periodically

 

SECURITY CLEARANCE REQUIRED: Must be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for admission to this location.
