Overview

KENNEL MASTER (K9):

 

Bowhead is seeking a Kennel Master to oversee the daily operation of a Multi K9 Team in Palau.  The successful candidate will be a graduate of the DoD MWD Handler Course or civilian equivalent, have at least four years of MWD/K9 handling in either explosives or narcotics detection and a graduate of the DoD MWD Trainer/ Kennel Master Course or civilian equivalent.  Certifications of course completions must be provided. Candidate must be willing to locate to Palau for long term duty. The candidate must be able to work successfully with Senior Government officials on a regular basis. 

Responsibilities

  • Establish a Battle Rhythm defining the daily, weekly, monthly, quarterly, semi-annual, and annual requirements. Work directly with Senior Government official to develop requirements.
  • Establish SOPs and risk assessments on all aspects of K9 kennel operations, kennel care, training, safety, and utilization.
  • Conduct daily detection training for all K9 teams
  • Prepare handlers for initial and annual certification
  • Track training, mission, utilization, requisition, and kennel management with written records
  • Ensure that all required training (including training areas) is forecasted 8 weeks out and annotated on the unit’s training schedule
  • Supervise and ensure the execution of all required training.
  • Maintain logistical oversight of the unit to include personnel management and budget
  • Develop individual training plans for all K9 teams
  • Conduct validations on a bi-monthly basis.
  • Advise the Chief of Police and National Security Coordinator on the proper employment and utilization of MWD teams.
  • Coordinate with the Chief of Police on the integration of teams into the Patrol Distribution Plan and other LE functions.
  • Ensure all certified MWD teams perform 24 hours per week of utilization.
  • Prepare unit for police chief, physical security, and veterinary inspections.
  • Forecast Fiscal Year (FY) operational budgets (spend plan) through the Chain of Command
  • Assist the Chief of Police with the requisitioning of personnel, dogs, and equipment.
  • Ensure dogs are properly cared for by coordinating with the servicing veterinarian to establish medical readiness, physical conditioning programs, and feeding guidelines.
  • Ensures that all dogs are receiving daily medications, which are annotated on an accountable form, and that veterinarian guidance is being followed.
  • Manage the daily maintenance and upkeep of kennel facilities
  • Submit monthly asset report to the Chief of Police and National Security Coordinator by the 5th of each month.
  • Manage the accountability and physical security of training aids.
  • Provide training to Ministry of Justice personnel about the K9 team function and operational considerations and ensure the training is on file.
  • Ensure that emergency contact rosters for supporting veterinary personnel is posted in the kennel and that Soldiers are aware of procedures to follow in the event of a medical emergency.
  • Create and review probable cause folders/records; inspect monthly.
  • Coordinate and enforce the dog physical conditioning program in accordance with the local veterinarian guidance.
  • Coordinate with the servicing veterinarian to ensure MWD teams receive at a minimum semi-annual medical care and emergency first aid training from qualified veterinary personnel.
  • Coordinate with the veterinarian for the routine, semi-annual examination of all dogs.

Qualifications

  • Four (4+) years of relevant experience. 
  • Graduate of the DoD MWD Trainer/ Kennel Master Course or civilian equivalent
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

 

Physical Demands:
• Must be able to lift up to 25 pounds
• Must be able to stand and walk for prolonged amounts of time
• Must be able to twist, bend, and squat periodically

 

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Public Trust level. US Citizenship is a requirement for Public Trust clearance at this location.
