Overview

CONGRESSIONAL AFFAIRS ANALYST (ASAALT):

 

Bowhead is seeking a Congressional Affairs Analyst to support the ASA(ALT) contract in Washington, DC. The Congressional Affairs Analyst will conduct historical research, assist in preparing technical analysis and Congressional hearing summaries, and perform legislative tracking, monitoring and quick reaction analysis and other related tasks. Analysis will include assessment of legislation having budgetary impacts on Army acquisition programs, as well as maintenance of a database containing summaries of relevant legislation and proposed funding level for Army programs.

Responsibilities

  • Providing liaison services to the Office of the Chief of Legislative Liaison (OCLL) staff, and coordinating testimony preparation and presentation.
  • Updating the database and delivering both electronic and paper copies to OASA(ALT) within forty-eight (48) to seventy-two (72) hours of the filing and release of Congressional Marks and Language contained in the reports and bills from the Congressional Defense Committees.
  • Providing support and continuity to the Congressional Affairs Contact Officer (CACO) function by assisting the CACO administrator in assigning and tracking Congressional actions. As well as assist the Director, Congressional Affairs with the timely completion of responses for the Congressional record and requests for information from Congress.
  • Developing and publishing the Letter of Instruction (LOI) for Smart Charts in preparation for DASC Parades.
  • Reviewing on an annual basis the database that supports this effort and make recommendations to the Director, Congressional Affairs, for improvements that include input from the DASCs.
  • Publishing the LOI for DASC Parades, tracking the accomplishment of milestones and report to the Director, Congressional Affairs on a daily basis accomplishments and deficiencies.
  • Supporting and attending the Army Acquisition Information Management (AIM) conference twice a year or an equivalent venue/function.

Qualifications

 

  • Senior technical analyst with an advanced technical degree and ten (10) years of experience, or a technical degree and at least fifteen (15) years of experience is required.
  • Possess advanced management, analytical, technical and communications skills.
  • Well experienced in project coordination and congressional acquisition issues support.
  • Demonstrated experience in the development of SmartCharts.
  • Must have at least five (5+) years of experience with DASC Parades and extensive knowledge of the legislative process.
  • Experience working with Defense appropriation and authorization committees and Professional Staff Members (PSM).
  • Experience preparing Congressional Testimony for Army Senior Leaders (ASL).
  • Experience reviewing Congressional Marks and Language from Defense committees and informing Army leadership.
  • Strong research and analytical background and a thorough understanding of the Army and Congressional budget process.
  • At least five (5) years of experience at the HQDA-level and DoD budget process.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

 

Physical Demands:
• Must be able to lift up to 25 pounds
• Must be able to stand and walk for prolonged amounts of time
• Must be able to twist, bend, and squat periodically

 

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
