Overview

PROGRAM MANAGER (DNA-2023-19302):

 

Bowhead seeks to network with a Program Manager relative to a potential opportunity, which is contingent upon award and not currently funded. The Program Manager will support The Naval Air Warfare Center Aircraft Division (NAWCAD) Digital Networks & Applications (DNA) Department is located at the Naval Air Warfare Center in Patuxent River, MD. The Digital Networks & Applications (DNA) department provides Information Technology (IT) and cybersecurity services and products to NAWCAD, Naval Air Systems Command (NAVAIR) headquarters, other Department of the Navy (DON) components, and the Fleet.

 

Responsibilities

The Program Manager acts as the overall lead, manager and administrator for the contracted effort. Serves as the primary interface and point of contact with Government program authorities on technical and program/project issues. Oversees contractor execution of the contract requirements. Manages acquisition and employment of program/project resources.  Monitors and ensures compliance with all applicable Federal and Department of Defense acquisition regulations.

 

Essential functions will include: 

  • Validating technical and financial reports, analyze metrics, identify areas for improvement, and develop corrective action solutions that meet operational goals.
  • Conducting program meetings, reviews, and coordinate briefings with customers and senior management.
  • Providing team supervision, contract management, planning, directing and monitoring program budgets, and serve as primary customer contact for program information.
  • May be responsible for business development within current customer base and/or for new customers.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s degree is required at a minimum however; a Master’s degree is desired
  • Five (5) years project management experience with at least one(1) years involving leading Federal Government programs. 
  • Demonstrated ability to lead and direct challenging projects and execute assignments indecently within the scope of the contract
  • Demonstrated experience providing administrative oversight, corporate management and ability to provide overall technical , schedule, and cost direction.  
  • Familiarity with one or more Departments on Dahlgren is desired
  • PMP Certification Highly desired
  • Demonstrated experience with dynamic cost reimbursable incrementally funded contracts supporting 20+ POAMs and customers is desired
  • Additionally, qualified candidates must have a minimum of five(5) years of program related experience managing multifunction operations
  • Must be able to multi-task, manage priorities and work independently with little direction
  • Ability to communicate effectively with all levels of employees and outside contacts. To receive and respond to instructions/assignments, must be able to read, write and speak English.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

 

Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
