Acquisition Specialist (PMA-2023-19315-F)

 

Bowhead is actively recruiting for an Acquisition Specialist to provide acquisition and budget support to the Family of Small Unmanned Aircraft Systems (FoSUAS) Integrated Product Team (IPT) within PMA-263 Small Tactical Unmanned Aircraft Systems Program Office.  

Responsibilities

  •    Responsible for providing acquisition expertise for the procurement of all hardware, software and services.
  • Assist/perform the development, review, analysis, revision, routing, and tracking of acquisition documentation for Government review Justification and Approvals (J&A), Program Decision Memorandums (PDM), Acquisition Category (ACAT) Determination Letters, and Tailoring Agreements.
  • Coordinating the review of planning documents to assure integration of applicable policies, procedures, and acquisition strategies for assigned programs.
  • Assist in developing Procurement Initiation Documents (PIDs) and entering into Program Management Tool (PMT). Monitor contracts and associated funding requirements.  Monitor status of PID packages through the procurement process and provide weekly updates for programs.
  • Assist in coordination, entry, and updates to Spend Plan Identification (SPID) information for IPT Leads into the Common Spend Plan Tool (CSPT)
  • Support program procurements by providing acquisition support services through the collection of technical progress reports, cost, schedule, alternative and work around procedures provided by the prime contractors.
  • Schedules, coordinates and facilitates weekly Integrated Product Team (IPT) meetings. Assist Integrated Product Team (IPT) lead in developing and updating program PowerPoint slides.
  • Maintain, consolidate, and organize databases of budgetary status information based on information provided through Common Spend Plan Tool (CSPT),
  • Track program financial documents through the routing and approval process.
  • Perform budget execution including tracking status of obligations and expenditures in detail by year, appropriation, and program for financial reconciliation for all funds. Develop and/or update spreadsheets and financial status briefs and presentations.
  • Participate in financial reviews. Prepare monthly and quarterly reports, financial charts, and inputs for briefings in support of mid-year reviews, budget execution reviews, spend plan reviews, and other decision support products for the IPT Lead.

Qualifications

 

  • BS/BA Degree and 3 to 5 years relevant experience with knowledge or experience with NAVAIR.
  • Allowable substitution: HS/GED with a total of 9 years work experience may be substituted for the Bachelor’s Degree to include minimum required years. Associate’s Degree and a minimum of 7 years relevant experience this may be substituted for a Bachelor’s Degree to include minimum required years.
  • Intermediate level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Knowledge of Program Management Tool (PMT) and Common Spend Plan Tool (CSPT) required. Knowledge of SharePoint and Microsoft TEAMS preferred.
  • Ability to communicate effectively with all in the workforce essential and must be detailed oriented and organized and a quick learner.

Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
