Overview

UIC Government Services (UICGS) seeks a Payroll Manager to provide overall management and guidance to a team of payroll administrators in Springfield, VA.

 

UIC Government Services and its Bowhead Family of Companies are a division of Ukpeaġvik Iñupiat Corporation, an Alaskan Native Corporation. Known simply as Bowhead, the company is a top Alaska Native Corporation that's been in business for nearly 25 years. Bowhead’s 3000 employees and 300 contracts provide premier support to defense and civilian government agencies across the United States, and the world. Deltek Time & Expense is utilized for timekeeping and the payroll is processed in-house using Deltek Costpoint Version 8.1. ADP Smart Compliance is used for payroll tax reporting. Payroll frequencies are weekly and bi-weekly and include various employee types (e.g., Service Contract Act, Davis Bacon Act, Collective Bargaining Agreements/Unions, hourly, salary, etc.). The Payroll Manager manages a staff of 4-5 payroll and tax specialists.

Responsibilities

• Foster team cohesiveness and be a lead in employee recruitment, selection, and training
• Maintains the labor and leave modules of the accounting system to ensure proper recording of transactions
• Review transactions, account reconciliations, and reports prepared by personnel for accuracy, completeness, and adherence to GAAP, company policies, and management guidance
• Produce timely, accurate, detailed accounting work in accordance with GAAP and FAR
• Critically review and analyze current payroll, benefits, garnishment, and tax procedures to recommend and implement changes leading to best-practice operations
• Evaluate, develop, implement, and monitor appropriate payroll policies and controls and system enhancements to increase efficiency, ensure consistent and effective customer service, and safeguard company assets
• Interpret and apply company policies and procedures and federal, state, and local employment laws and regulations as well as ensure adherence to and communication of accounting and auditing policies and procedures
• Work closely with Human Resources and other departments to ensure data integrity and operational efficiency

Qualifications

• BA/BS in Finance, Accounting, or a related field is ideal. The education requirement can also be satisfied with equivalent work experience
• Eight (8) or more years of experience in a professional payroll environment with at least five (5) years of management and a minimum of two (2) years in government contracting is desired
• Experience with employee benefit programs, multistate payroll tax laws and multi-company organizations
• Experience with Service Contract Act, Collective Bargaining Agreements, Unions, and the Davis Bacon Act
• Recent and verifiable experience with Deltek Costpoint (Version 8) and Deltek Time Collection and the successful candidate should describe his/her experience level with payroll software
• Possess and apply comprehensive knowledge of government contract accounting, GAAP, FAR, and payroll principles and practices
• Excellent analytical and problem-solving skills. The Payroll Manager should be detail oriented, a critical thinker and self-starter
• Ability to interface with and communicate with employees and management in other departments (e.g. HR, Operations)
• Ability to work in a fast-paced / time-sensitive environment and prioritize tasks
• Advanced skills in Microsoft Excel, Outlook, and Word

 

Highly Desired:

• Certified Payroll Professional (CPP)

• Experience with UKG Human Resources software (Ultipro) and ADP SmartCompliance

 

SECURITY CLEARANCE REQUIRMENTS: There are currently no Security Clearance requirements for this position; however, candidates must be able to successfully pass a background check. Due to the location of this work, US Citizenship is required. Bowhead reserves the right to change this requirement if necessitated by business needs or contractual obligations.

 

Physical Demands:

• Must be able to lift up to 25 pounds

• Must be able to stand and walk for prolonged amounts of time

• Must be able to twist, bend and squat periodically
