Senior Program Management Analysts/FMS Finance SME (PMW220)

 

Bowhead is seeking a Senior Program Management Analyst to provide consultative support to our senior PEO MLB leadership at the Washington Navy Yard for the Navy ERP program with a focus on the next-generation capability (ERP+).  The candidate will provide functional SAP expertise (Finance) to the Government in support of developing emerging requirements in an effort to minimize custom solutions for the next-generation capability (ERP+).

  • Evaluate the current and proposed end-to-end business processes and recommend courses of action to solutions that lead to an “out of the box” SAP solution.
  • Assist in the development of business cases for programs while considering the functional relationships of operational (functional) sponsors and the need for integrating operational sponsor deliverables with Program Office products.
  • Support the development of Business Standard Adoption Strategy, BSA Plan, BSA Schdule and other documentation, as required, for the Navy ERP next-generation capability (ERP+).
  • Assist the Government in conducting an analysis of performance enhancements, business drivers, costs and schedule, with resolution of integration issues.
  • Assist the Government with the preparation of documents and briefs that will be utilized during the governance board meetings to facilitate Government decisions regarding proposed changes in terms of cost, schedule, technical impact, and business impact.
  • Provide assessment and recommendations for the Government, including likely impacts to system(s), configuration(s), sustainment, and user experience enhancements.
  • Monitor and evaluate results of existing plans and recommend adjustments as necessary. Keep leadership apprised of changes to existing projects and implement updates to those project plans as necessary.
  • Provide technical expertise necessary to prepare, revise, and review briefing material (including demonstrations).
  • Identify risks associated with schedule dependencies and clearly communicate these risks to project team leadership.
  • Monitor and evaluate results of existing plans and recommend adjustments as necessary. Keep leadership apprised of changes to existing projects and implement updates to those project plans and schedules as necessary.
  • Assist in preparation and coordination of internal and external Program Management Reviews and briefings.
  • Participate in an advisory role in Program Office planning meetings and strategy sessions; provide documentation as tasked. Provide strategic planning, analysis and advisory assistance to the organization in decision-making processes

Qualifications

Qualifications

  • Experience as a DoD Financial Manager: FM Certification Level II/III desired.
  • CDFM desired.
  • Federal and Department of the Navy business process expertise required.
  • Navy ERP experience desired.
  • 10+ years’ experience supporting management consultation support in acquisition community within Navy or DoD environments. Prefer Navy ERP experience and heavily weigh recent experience with either S/4HANA or the Navy ERP.
  • Must have a solid understanding and experience with SAP Finance modules.
  • S/4HANA experience desired.
  • Experience in financial statement compilation and reporting process as well as audit response and remediation in accordance with Generally Accepted Accounting Principles (GAAP) and/or Statements of Federal Financial Accounting Standards (SFFAS).
  • Bachelor’s Degree from an accredited United States college or university in Business, Accounting or Finance desired.
  • Ability to interact and negotiate with senior stakeholders on deliverables in support of project completion.
  • Proficient in Microsoft applications such as Word, PowerPoint, and Outlook
  • Excellent verbal and written skills.
  • Excellent critical thinking skills.
  • Ability to work independently and as a team member.
  • Experience in developing and delivering briefings to all levels of Government leadership.

Physical Demands:

  • Must be able to lift up to 5 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIRED: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
