Overview

PROGRAM ANALYST (PMLRF)):

 

Bowhead seeks a Program Analyst to support the upcoming Program Manger Long Range Fires (PM LRF) contract located in Quantico, VA. The PM LRF mission is to equip the Marine Corps with long-range antiship and land attack ground based weapons to enable a naval expeditionary force-in-readiness that is prepared to operate inside actively contested maritime spaces in support of fleet operations. PM LRF responsibilities include providing analytical support to the Program within the areas of strategic planning, program and acquisition management, engineering, and life cycle logistics.  The Program Analyst shall provide on-going analytical and administrative support by managing and coordinating daily operations, communications and processes; ensuring the team understands deadlines, assignments and objectives; assisting in the development of program documentation and briefing materials; and tracking the status of action items, program milestones and monthly reports. The candidate individual will be required to work with the leads within the Program and must have experience with DoD acquisitions and program management processes. 

Responsibilities

  • Develop, review, and edit policy guidance, implementation guidelines, memorandums, reports, and briefs and maintain configuration and continuity documents to include standard operating procedures, workflows, task trackers, and checklists.
  • Support the development of program plan requirements, facilitate and conduct reviews of technical briefing materials, documentation and program schedules for compliance with Department of Defense (DoD) and Program directives; develop and implement technical and programmatic trackers to capture performance and reporting progress; and tracking program deliverables.
  • Support, coordinate, and manage Program Document Staffing Systems, to include assigning all official and unofficial tasks and document reviews, tracking inputs and responses, and ensuring timely and coordinated responses are submitted in the appropriate format.
  • Organize and maintain all electronic program documents/files for ease of access by the appropriate teams.
  • Assist the Program in the execution of program management reviews, senior level meetings and reviews to include developing various briefings and schedules of program status and acquisition tasks.
  • Provide comprehensive advice and recommendations regarding program planning, audits, evaluations of ongoing projects and development and compliance of Program principles, policies, and practices of systems acquisition and program management.
  • Assist in the development and execution of the DoD Adaptive Acquisition Framework (DoDI 5000.02, Operation of the Adaptive Acquisition Framework) for the Program to gather, analyze, and measure the effectiveness, efficiency, and productivity of programs to include ensuring compliance with Federal (U.S. Code, FAR/DFAR) DoD and DoN Acquisition policies.
  • Maintain the Program SharePoint site by managing configuration control, performing data management reviews, and refining and developing new tools.
  • Support Program Project Officers and Program Analysts to achieve day-to-day program
  • management tasks. These tasks include but are not limited to; achieving funding obligation, spend plan management, Integrated Program Management Plans execution, and planning for future concepts and architectures development.
  • Provide program planning, strategy and development services to the Program, review and staff various program documents, perform compliance reviews of official correspondence, and program documents to identify non-compliance with Federal Government, OSD, Department of the Navy (DoN), and Marine Corps Systems Command (MCSC) acquisition policies, and report non-conformances to the document originator.
  • Support, coordinate and/or manage task management systems to include assigning tasks, drafting responses, tracking approvals, compiling input, and editing responses to both ad hoc requests for information and recurring tasks.
  • Facilitate and participate in program meetings and perform functions (e.g., coordinating facility resources, running the computer, taking notes, and recording action items) as requested by program leadership.
  • Organize, review, and manage program action items within the Action Tracking Database, and providing a current status to program leadership.
  • Populate and monitor the Morning Reports each workday, maintain and update rosters and org charts, and monitor data repositories.
  • Executing daily calendar management for the Program by setting-up and monitoring all schedule/meeting requests daily.
  • Perform a variety of administrative and analytical tasks in support of program objectives and participate in special projects as required.

 

Travel:  The selected candidate may travel up to 5% of the time, depending on program requirements.

 

 

Qualifications

  • BA/S in relevant field is preferred in addition to eight (8+) years of relevant experience.
  • Detail-oriented.
  • Demonstrate strong organizational and priority management skills.
  • Demonstrate ability to work independently or on a team in a dynamic environment and with multiple discipline projects.
  • Demonstrate solid written and verbal communication skills.
  • Proven proficiency in Microsoft Office products (Word, Excel, Outlook, PowerPoint, SharePoint, Access, Visio, and TEAMS). Familiarity with DoD Instructions 5000.02 “Operation of the Defense Acquisition System”, -5000.75 “Business Systems Requirements and Acquisition”, and SECNAV M-5216.5 “Department of the Navy Correspondence Manual”, and DoD Risk Management policies and processes. Experience with ACAT I programs preferred. 
  • Experience with Assault Amphibious Vehicle or heavy equipment projects a plus.
  • Intermediate level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

 Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodicall

 

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level, candidates with an active Secret are highly encouraged to apply. US Citizenship is a requirement for admission to this location.
