Overview

PROJECT OFFICER / EXERCISE PLANNER (PACAF):

 

Bowhead is seeking a Project Officer / Exercise Planner for the NEPTUNE HAWK (NH) exercise series.  This project officer has a unique responsibility for operational planning, staff work, execution, and evaluation of NH.  The NEPTUNE HAWK team advises and assists PACAF’s appointed NH Director and assists in the development of current and future planning documents IAW the Joint Operation, Planning and Execution (JOPES).  Coordinates with Service components, higher-headquarters (HHQ), and coalition partners.  Assists with the planning guidance for the Global Force Management (GFM) forces requested or attached to PACAF in the INDOPACOM AOR.

Responsibilities

Specified tasks include but are not limited to:

  • Support PACAF NH planning effort across the Joint Event Life Cycle
  • Perform duties as a STO planner during contingency and deliberate planning efforts
  • Participate in planning meetings and develop and present plans documentation
  • Assist in observer/controller activities and document lessons learned for after action reporting
  • Support exercise database management and updates via JTIMS and other DOD applications
  • Support exercise budget development and execution
  • Provide JOPES, DCAPES and TPFDD support
  • Support regular program management reporting tasks

Qualifications

  • Have a minimum of 3-years aviation background (Pilot/Navigator)
  • Have at least 3 years of experience planning USAF Major Command–level, or equivalent exercises as a part of a three- or four-star level command.
  • Retired or former military officer with bachelor's degree or higher.
  • Maintain a TS/SCI security clearance at all times and be Special Access Program (SAP)/STO eligible.
  • Strong, demonstrated familiarity with Nellis AFB operations, USAF Air Warfare Center (USAFAWC) organizations, and Nevada Test & Training Range (NTTR) infrastructure.
  • Possess experimentation management experience as part of the NTTR or USAFAWC.
  • Possess demonstrated experience within last 5 years with tactical aircraft operations and exercise and experiment coordination and execution.
  • Must have knowledge and/or experience with Joint Operation Planning and Execution System (JOPES) and/or Deliberate and Crisis Action Planning and Execution Segments (DCAPES), with at least 1 year experience with multiple iterations (3 or more), using these systems supporting USAF Major Command - level (or equivalent) exercises, or significant deployments (i.e. movements of multiple flying units and/or personnel deployments of 200 or more in conjunction with a single event).
  • Must have operational and/or logistical experience in the Asia-Pacific Theater.
  • Must be familiar with financial nomenclature and documentation such as MIPRs, AF-616s, and Comptroller Alert Messages as well as Command Man-Day Allocation System (CMAS - aka M4S).
  • Possess a working knowledge of JTIMS and TSCMIS requirements and capabilities and be able to become proficient in using required capabilities with minimal training.
  • Possess experience in planning and executing CPXs and FTXs within the USINDOPACOM AOR.
  • Possess a working knowledge of USINDOPACOM Theater Campaign Plan (TCP) and PACAF Strategy.
  • Be familiar with operational and logistical support requirements for exercises, deployments, and mobilizations.
  • Be familiar with the PACAF force structure (i.e., country location, name of Wings and NAFs, type of aircraft assigned, etc.).
  • Possess Air Operations Center (AOC) and/or MAJCOM/NAF Staff experience.
  • Ability to work and lead in a team environment with demonstrated leadership and customer interface skills.
  • Ability to liaise with national-level agencies, DoD, Services, Combatant Commands and Intelligence Agencies.
  • Good analytical skills and be able to operate in a demanding environment while executing multiple tasks simultaneously.
  • Be proficient and skilled in the most current version of Microsoft Office software.
  • Strong verbal and written communications

Preferred / Desired qualifications:

  • At least five years’ experience in operational combat aircraft is strongly desired. The ideal candidate has at least 1000 combined hours as a pilot-in-command in 4th and/or 5th generation fighter aircraft.
  • At least fifteen years’ experience in fighter/bomber aircraft is highly desired (i.e. F-15C/E, F-16, F-18, F-22, F-35, B-1, B-2, etc…), ISR aircraft (i.e. U-2, RQ-1, MQ-9, RQ-170), or Air Battle Management (I.e. E-2, E-3, E-8, etc…).
  • Preferred candidate will have a strong background in special access programs (SAP). The ideal candidate has performed STO duties as part of a test/evaluation program at the Nellis TTR.
  • Combined Air Operations Center (CAOC) or operation contingency planning experience is highly desired.
  • USAF Weapons Instructor Course or Navy Top Gun graduate desired

 Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Top Secret / SCI level.  US Citizenship is a requirement for Secret clearance at this location.
