Overview

Program Manager (NCOMSLS):

 

Bowhead is seeking a Program Manager for an upcoming effort in Patuxent River, MD. This upcoming program will focus on researching on the current philosophy and strategic initiatives within the Department of Defense (DoD), Department of the Navy (DoN), and the Naval Air Systems Command (NAVAIR) including the Naval Aviation Enterprise (NAE) as well as the other services. The Program Manager will act as the overall lead, manager and administrator for the contracted effort.  And will serve as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues. 

Responsibilities

  • Oversee contractor personnel program/project operations.
  • Organize, direct and coordinate the planning and production of all contract and subcontract support activities.
  • Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis.
  • Lead and guide the work of technical staff.
  • May serve as a point of contact for the client or customer.
  • Other duties as required

Qualifications

  • BS or BA degree in Business Administration or other "Relevant Managerial Discipline". An AS or AA degree and an additional four (4) years of experience may be substituted for a BA/BS or an additional eight (8) years of experience may be substituted for a BA / BS.
  • At least six (6) years of professional experience in office operation / management support. A minimum of 5 years supervisory/Team Lead experience desired.
  • Must have direct experience supporting a Chief of Staff for a major Legislative or Department of Defense (DoD) Echelon Command / Secretariat.
  • Experience supporting a Navy or Marine Corps Command Element preferred.
  • Experience in performing financial and administrative requirements, to include project controls, strategic management procedures and senior level communication is also required.
  • Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to management, operations, and life-cycle management of military acquisition programs.

Physical Demands:

  • Must be able to lift up to 15 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
