Overview

PROJECT OFFICER - AVIATION BACKGROUND (PACAF):

 

Bowhead is seeking Project Officers with an aviation background to support the Pacific Air Forces (PACAF) Exercise Support Program in Honolulu, HI. The Project Officers will conduct exercise and planning support for PACAF Exercise Support Program. They will lead the planning or conduct Field Training Exercises (FTXs), Command Post Exercises (CPXs), Staff Exercises (STAFF-EX) or Table Top Exercises (TTX) and Engagements. Project Officers will also support Joint Chiefs of Staff, Major Command (MAJCOM) Headquarters (HQ) and Component Numbered Air Force (C-NAF) in formulation, development, implementation, and documentation of each assigned exercise/engagement. Project Officers are responsible for identifying, analyzing and resolving contingency issues and errors that arise during the Joint Exercise Life Cycle (JELC). They will coordinate and communicate with participating units, Wings and MAJCOM staff and leadership to highlight the current/expected issues and socialize Courses of Action (COAs) to mitigate JELC deviations, and ensure issues are resolved in a timely manner.  program management reporting tasks.

• Support planning across the Joint Event Life Cycle

• Participate in planning meetings and develop and present plans documentation

• Assist in observer/controller activities and document lessons learned for after action reporting

• Support exercise database management and updates via JTIMS and other DOD applications

• Support exercise budget development and execution

• Provide JOPES, DCAPES and TPFDD support

• Support regular

Qualifications

• Have a minimum of 5-years aviation background (Pilot/Navigator) with recent, demonstrated operational experience.

• Experience with Red Flag Alaska exercise.

• Have at least three (3+)  years of USAF or sister-service MAJCOM/NAF staff experience.

• Retired or former military officer with bachelor's degree or higher.

• Must have knowledge and/or experience with Joint Operation Planning and Execution System (JOPES) and/or Deliberate and Crisis Action Planning and Execution Segments (DCAPES), with at least 1 year experience with multiple iterations (3 or more), using these systems supporting USAF Major Command - level (or equivalent) exercises, or significant deployments (i.e. movements of multiple flying units and/or personnel deployments of 200 or more in conjunction with a single event).

• Must have operational and/or logistical experience in the Asia-Pacific Theater.

• Must be familiar with financial nomenclature and documentation such as MIPRs, AF-616s, and Comptroller Alert Messages as well as Command Man-Day Allocation System (CMAS - aka M4S).

• Demonstrated familiarity with Combined Air Operations Center (CAOC) mission planning and execution (ie. ATO, MAAP, etc).

• Possess a working knowledge of JTIMS and TSCMIS requirements and capabilities and be able to become proficient in using required capabilities with minimal training.

• Possess experience in planning and executing CPXs and FTXs within the USINDOPACOM AOR.

• Possess a working knowledge of USINDOPACOM Theater Campaign Plan (TCP) and PACAF Strategy.

• Be familiar with operational and logistical support requirements for exercises, deployments, and mobilizations.

• Be familiar with the PACAF force structure (i.e., country location, name of Wings and NAFs, type of aircraft assigned, etc.).

• Ability to liaise with national-level agencies, DoD, Services, Combatant Commands and Intelligence Agencies.

• Good analytical skills and be able to operate in a demanding environment while executing multiple tasks simultaneously.

• Be proficient and skilled in the most current version of Microsoft Office software.

• Strong verbal and written communications.

 

 Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

 

SECURITY CLEARANCE REQUIREMENTS: Must currently have and able to maintain a security clearance at the Top Secret/SCI level. US Citizenship is a requirement for admission to this location.
