Overview

ACQUISITION SPECIALIST (CCDC):

 

Bowhead seeks an Acquisition Specialist to support the Combat Capabilities Development Command (CCDC) Chemical Biological Center in Edgewood, MD. The Acquisition Specialist will provide basic professional and technical services as needed in support of the Government’s acquisition planning process. This may include, but is not limited to, assisting DEVCOM CBC personnel with researching strategies employed by similar acquisitions across other Federal Government agencies and industry.

Responsibilities

  • Provide basic guidance and technical assistance in planning and developing specifications, descriptions, and performance work statements
  • Responsible for preparing a wide variety of pre-award requirement documentation for either a “new start” effort or for “modifying” an existing effort
  • Research inputs for and assist in the preparation of pre-award requirement documentation. Documents include, but are not limited to: Market Research, which can include independent research, market surveys and questionnaires; Requests for Information and Sources Sought notices; Statements of Work; Statement of Objectives; Performance Work Statements; Service Acquisition Strategy; Acquisition Plan; Justification and Analysis for Other Than Full and Open Competition; Determination and Findings for the Economy Act; Quality Assurance Surveillance Plans evaluation procedures, and technical evaluation factors/criteria
  • Coordinate/facilitate collection of documentation required for funding requests, and coordinate/facilitate collection of documentation required for the acquisition of services and supplies. Documents include but are not limited to: Statements of Work; Statement of Objectives; Performance Work Statements; Service Acquisition Strategy; Acquisition Plan; Justification and Analysis for Other Than Full and Open Competition; Determination and Findings for the Economy Act; Quality Assurance Surveillance Plans evaluation procedures, and technical evaluation factors/criteria
  • Provide assistance to Government CORs with the following: reviewing contractor performance in compliance with contract terms and conditions; monitoring funding levels and periods of performance; investigating contract discrepancies; tracking completion and receipt of deliverables; assisting with data gathering for task order and contract close-out; conducting research and providing technical guidance on a variety of regulations and procedures including Federal Acquisition Regulations (FAR) and, Defense Grant and Agreement Regulatory System (DGARS)
  • Other duties as assigned

Qualifications

  • 1 to 3 years of experience Acquisition Documentation Processing Support and Contract Administration Support
  • Able to communicate effectively with researchers, scientists and other subject matter experts and turn their needs into requirements/acquisition packages / actionable format
  • Attention to detail
  • Technical writing experience (preferred)
  • R&D Background (preferred)

Physical Demands:

  • Must be able to lift up to 20 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIRED: Must have an active security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
