Overview

PROGRAM ANALYST (EOTD 2024-20678):

 

Bowhead seeks a Program Analyst to join our team at the Naval Surface Warfare Center – Crane Division (NSWC-Crane).  The Program Analyst will provide support for current Electro-Optic Infrared (EO/IR) projects and assist in managing Innovation efforts across Crane.  The Program Analyst must have extreme attention to detail and organization skills and must be an expert user of Microsoft Excel, Word and Outlook, Microsoft Access skills are also crucial for reviewing feasibility and implementing recommendations. 

Responsibilities

Essential functions will include: 

  • Develop and maintain program/project plans, coordinate and provide data call responses, develop, and maintain databases, and evaluate/provide assessment of technical and non-technical program status 
  • Interface by phone, email, or in-person with NSWC Crane employees and contractors, academic and industry representatives, and other potential agreement partners to assist with Innovation efforts. 
  • Facilitate, plan and support meetings required for the management and execution of Innovation efforts 
  • Establish priorities, research, and provide analysis reports, provide synopses of meetings and develop/deliver presentations. 
  • Other duties as assigned

Qualified candidates must have:

 

A balanced skill set that includes relevant experience, operational conversancy, business/programmatic skills, system knowledge, and the ability to quickly and efficiently achieve mission objectives. 

Prior experience with management and oversight of all activities performed by contractor personnel and subcontractors. 

Qualifications

  • Associates of Science degree in related field with fifteen (15) years of experience of providing logistics support at Program Office level.
  • Experience shall be relevant to the DoD acquisition process including (industry or government) program management, business management guidance to the business / program office.
  • Advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, Access, and PowerPoint.
  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

 

Physical Demands:

 

  • Must be able to stand, sit and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

 

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
