Program Analyst (C80-2024-21118):


Bowhead Program Management & Operations seeks a Program Analyst to work as a member of a team, providing service at NSWCCD Det Norfolk since the early 2000s.  The BIMS suite includes: (1) Craft and Boat Support System (CBSS) Modules & (2) the Technical Data Repository (TDR).  The BIMS is comprised of Virtual Machines (VMs), located at the Navy’s Data Center and Cloud Hosting Services (DC2HS) site in Charleston, SC, hosted by NIWCLANT.


User access to the BIMS requires: 1) user completion of an access request document; 2) CCD IT Team set up of a DC2HS Windows user account; 3) CCD assignment of user roles in the BIMS applications; 4) User accessing the site within a time blocked window upon DC2HS Windows user account set up.  Successful completion of these requirements is a result of collaborative coordination between the BIMS User Account Manager (UAM) and the IT Team.

The BIMS UAM position is the support lead for facilitating user access to BIMS within the established Watercraft User Access Process.  The UAM needs to follow the access process details and also provide responsive customer service and coordination with the IT Team to facilitate effective and timely user account access to the BIMS.


The overall work consists of:

    1. Respond to user access request emails to resolve account issues.
    2. Facilitate initial access /reset administration through the Watercraft User Access Process
    3. Assign specific roles/access privileges to the BIMS applications as authorized through the Watercraft User Access Process, ensuring BIMS Application Functional Managers (AFMs) approve all access roles above Baseline roles for the each of the BIMS applications/modules.
    4. Resource a User Help Desk for access troubleshooting and action detail tracking.


BIMS UAM Responsibilities Include:

  1. Serve as the Principal User Account Interfacing Point of Contact.
  2. Train and coordinate work with one or more back up UAM POCs to ensure continuous coverage during working hours.
  3. Administer User Accounts to include:
    1. Account Request Processing.
    2. DC2HS windows account set up coordination with the IT Team.  Coordinate windows and user account set up execution to enable timely account approval and maximize the time users have for initial/reset access to the system.
    3. Account access approval/application roles set up of Baseline roles and higher access privileges/other roles as approved by the AFMs).  Maintain documentation of AFM role approvals in UAM filing system.
    4. Account access resets.
  4. Perform account troubleshooting, to include:
    1. Access issue identification
    2. Access resolution, including elevating issues to the IT Team and tracking/ensuring resolution of issues to ensure BIMS user customer satisfaction to the maximum extent practicable.


  • Excellent communication skills, written and spoken
  • Administrative work experience, ideally with a USN, USCG or similar organization
  • Experience accomplishing work using process workflows and database date entry
  • Experience with transactional work, including collection of associated supporting documentation
  • Desire to work with a dynamic organization in a key supporting role


Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically


SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
