Overview

Program Manager, Senior (BAMC-2024-21137)

 

Bowhead seeks to network with a Senior Program Manager to provide oversight, direction, and coordination of administrative duties required to support multiple medical/clinical type contracts to ensure that the goals and objectives are accomplished within budget, schedule, and scope at multiple locations in and around San Antonio, TX.   The Senior Program Manager will be responsible for managing and administering the work effort to assure fully adequate, disciplined, and timely completion of all requirements in a safe manner. They will identify, analyze, prioritize, mitigate, and monitor current and future risks and support the needs of multiple stakeholders.

 

This position is not currently funded but is expected in early fall of 2024.  

Responsibilities

  • Be responsible for providing overall management of various medical support type contracts and authorized to interface with the Government Contracting Officers (KO) and the contract level Contracting Officer’s Representatives (COR).   
  • Establish and carry out departmental or organizational goals, policies, and procedures.
  • Manage general activities related to providing services by consulting with other executives, staff, and board members about general operations.
  • Oversee day-to-day management of large, complex, multi-site contracts and cross-functional initiatives in a fast-paced environment.
  • Understand and utilize risk management principles.
  • Participate in the preparation of scopes of work and support contract execution.
  • Create and manage project budgets, including tracking expenditures, payment to subcontractors/vendors, and preparation of financial reports; communicate about resource and budget expenditures to Contract/Project Managers to ensure smooth operation of all aspects of contracts.
  • Manage the processes of data collection, data analysis, and results reporting on contracts; facilitate creation and monitoring of timeline and prioritization tracking systems, ensure data is entered into tracking systems accurately, and prepare updates for the management team and Government representatives.
  • Develop and maintain a highly collaborative working relationship with the KO, COR  and other key stakeholders; serve as a primary liaison to contract teams.
  • Responsible for ensuring a sufficient number for personnel are available to support contract operations at various site locations during normal working hours to include weekends and holidays.    
  • Analyze financial statements and other performance indicators.  Identify places to cut costs and to improve performance, policies, and programs.
  • Coordinates and monitors the scheduling, pricing, and technical performance of contracts.
  • Ensures adherence to master plans and schedules; develops solutions to program problems.
  • Ensure accomplishment of the contract objectives are completed on time and within budget.
  • Relies on extensive experience and judgment to plan and accomplish goals.
  • Ensure an adequate staff of personnel with the necessary management expertise to perform the work in accordance with sound and efficient management practices.
  • Ensure human subject/HIPAA protections are in place.
  • Implement a continuous Risk Management process throughout the life cycle of the various contracts.
  • Provide a detailed monthly and annual status reports.
  • Perform out-of-the-box thinking, collaborate with others, and make a difference every day!
  • Other duties as assigned.

Qualifications

  • A Bachelor’s degree in the medical, business, and/or quantitative analysis or related skill area is required, however a Master’s Degree is preferred.
  • A Project or Program Management Professional (PMP) Certification is preferred.
  • A minimum of seven (7) years’ experience in a managerial position managing medium to large, complex, multi-site contracts using standard project management methodologies in a health care environment or similar
  • Seven (7) years’ experience with responsible oversight of large administrative operations support functions (for example managing programs in excess of $10M per year).
  • Seven (7) years’ experience with regulatory compliance, including The Joint Commission (TJC), OSHA, EPA and FAR.
  • Knowledge of Medical correspondence and records management procedures, and hospital/clinical organizational structure.  
  • Able to work independently with excellent judgment, prioritize work, operate under tight deadlines, and meet deadlines.
  • Individual shall have written and oral communications abilities commensurate with this management role.
  • Able to handle confidential and sensitive information discreetly.
  • Proficiency with various software packages, including Microsoft Word, Excel, Access, Project, Visio, Power Point, and other desktop tools.
  • Ability to understand, speak, read, and write the English language.
  • Ability to communicate effectively with all levels of employees, Government Representative, and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
  • Advanced experience managing relationships with external partners, subcontractors, and vendors.
  • Valid driver’s license in the state of employment with an acceptable driving record.
  • Ability to pass a pre-employment background check in addition to US Citizenship is required.

 

Supervisory Responsibilities

  • Provides leadership and direction to the management and technical team.
  • Mentor contract personnel.
  • Monitor/provide effective performance feedback through employee recognition, coaching, and disciplinary action.
  • Ensures flow of communication from upper management to employees and vice versa.
  • Hire, train, and supervise contract staff.

 

Physical Demands:

  • Must be able to lift up to 50 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level, however candidates with an active Secret clearance are highly encouraged to apply.  US Citizenship is a requirement for Secret clearance at this location.
