The Quality Control Manager for a heavy civil project plays a crucial role in ensuring that construction activities adhere to established quality standards and regulations. They are responsible for implementing quality control procedures, conducting inspections, and collaborating with project teams to achieve project objectives while maintaining the highest levels of quality and safety.

Responsibilities

Responsibilities:

Quality Control Planning:

  • Develop and implement a comprehensive quality control plan tailored to the specific requirements of the heavy civil project.
  • Establish quality control procedures, standards, and guidelines in accordance with project specifications, industry best practices, and regulatory requirements.
  • Ensure that the project maintains the required schedule by organizing, planning, monitoring, and inspecting work.

Inspections and Testing:

  • Conduct regular inspections of construction activities, materials, and equipment to ensure compliance with project specifications and quality standards.
  • Coordinate and oversee materials testing and analysis to verify quality and performance characteristics.
  • Identify deficiencies or non-conformances and work with project teams to develop corrective action plans.
  • Inspect the work of each trade and confirm that not only the quality of the work is up to standard, but that the work is being built in accordance with the plans and specification.

Documentation and Reporting:

  • Maintain accurate records of all quality control activities, including inspection reports, test results, and non-conformance reports.
  • Generate comprehensive quality control documentation for project records and regulatory compliance.
  • Prepare and distribute regular quality control reports to project stakeholders, highlighting key findings, trends, and areas for improvement.

Qualifications

Training and Education:

  • Reporting including, daily reports, inspection reports and submittal preparation & review.
  • Provide training and guidance to project personnel on quality control procedures, requirements, and best practices.
  • Promote a culture of quality and continuous improvement throughout the project team.
  • Stay abreast of new developments in quality control methodologies, technologies, and regulations.

Supplier and Subcontractor Management:

  • Evaluate and qualify suppliers and subcontractors to ensure they meet project quality requirements.
  • Monitor the performance of suppliers and subcontractors, including conducting audits and assessments as necessary.
  • Collaborate with procurement and subcontracting teams to address quality-related issues and improve supplier performance.
  • Assist the project manager with ordering all required materials and interact with subcontractors and suppliers.

Regulatory Compliance:

  • Ensure compliance with all applicable regulatory requirements, codes, and standards, including environmental, safety, and quality regulations.
  • Coordinate with regulatory agencies and third-party inspectors as needed to verify compliance and obtain necessary approvals.

Requirements:

  • Bachelor's degree in civil engineering, construction management, or related field (preferred).
  • Proven experience in quality control management on heavy civil projects, with a strong understanding of construction methods and materials.
  • Knowledge of relevant industry standards, regulations, and quality management systems (e.g., ISO 9001).
  • Certification in quality management (e.g., Certified Quality Manager) is advantageous.
  • Proficiency in quality control tools and techniques, including inspections, testing, and root cause analysis.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with project teams and stakeholders.
  • Strong problem-solving abilities and attention to detail.
  • Ability to work in a fast-paced environment and manage multiple priorities simultaneously.
  • Familiarity with construction management software and Microsoft Office suite.
  • OSHA 30-hour certification (preferred).
  • Ability to pass a Federal Background check and gain access to a DoD facility
  • Valid driver’s license

All employees must pass Non-DOT pre-employment drug screening and follow all UIC Non-DOT Drug and Alcohol Testing Program guidelines and requirements.

If working on a DOT project, employees must pass a DOT pre-employment drug screening and follow all DOT Drug and Alcohol Testing Program requirements.
