Overview

WATCH OFFICER (EPA):

 

Bowhead seeks a Watch Officer to support the Environmental Protection Agency's (EPA) Emergency Operations Center (EOC) in Washington D.C.  The Watch Officer will work alongside volunteer Federal officials under the supervision of the Senior Watch Officer and EOC management to assist the Office of Emergency Management (OEM) in fulfilling its emergency response mission. The Watch Officer is a full-time, on-site position that requires an individual experienced in emergency response operations to work at a watch desk from 07:00 am to 3:30 pm Monday through Friday (except Federal holidays).  This person will monitor email and telephone traffic, respond in accordance with Standard Operating Procedures (SOP) and generate incident and other reports that ensure EPA managers and other stakeholders are aware of incidents and the status EPA’s emergency response capabilities.

Responsibilities

  • Monitor the EPA EOC Watch Officer telephones, E-mail, and web-based portals for communications to the EOC.
  • Respond to incident notifications from the National Response Center, EOCs of other Federal Departments and Agencies, EPA’s Regional EOCs in accordance with SOPs, Job Aids, and other written guidance.
  • Manage the EOC Watch Officer email account so all received messages are properly handled and filed.
  • Build and submit SPOT incident reports, Daily Reports, and other reports identified in SOPs.
  • Utilize SharePoint, WebEOC and other web-based portals to collect, process and share incident information.
  • Collaborate with the Volunteer Day Watch Officer to ensure all Watch Officer functions are performed and products meet standards established by EOC managers.
  • Generate a daily pass-down briefing so the Volunteer Day Watch Officer and Senior Watch Officer have a full understanding of the day’s activities and ongoing actions before departing at the end of the duty day.

Qualifications

  • High School Graduate, familiarity with FEMA’s Incident Command System (ICS), formal training in any Emergency Management discipline.
  • A minimum of two (2+) years’ experience working in Emergency Management roles. Additional experience required:
    • Experience supporting an emergency response action led by a Federal, State or local government organization.
    • Experience using Microsoft Office software such as MS Word, MS Excel, MS PowerPoint and SharePoint.
  • Demonstrated ability to effectively communicate orally and in writing.

Physical Demands:
• Must be able to lift up to 25 pounds
• Must be able to stand and walk for prolonged amounts of time
• Must be able to twist, bend, and squat periodically

 

SECURITY CLEARANCE REQUIRED: There are currently no Security Clearance requirements for this position; however, candidates must be able to successfully pass a background check. Due to the location of this work, US Citizenship is required. Bowhead reserves the right to change this requirement if necessitated by business needs or contractual obligations.
