Overview

Program Manager (ARL):

 

The Program Manager for the Department of Defense (DoD) ARL Experimental Facilities Engineering Technician Support Services Contract plays a pivotal role in the planning, execution, and management of experimental facilities and laboratory research and development programs and initiatives.  This position involves close collaboration with various stakeholders, including government agencies, military entities, and industry partners.  The individual in this role will assist the Program Manager in overseeing the development, testing, and evaluation of cutting-edge technologies within controlled experimental facilities and laboratories.  This is a highly complicated and diverse contract and team requiring extensive attention to detail, ability to learn and apply a large range of information quickly, interacting with a large geographically diverse team, and flexibility due to last minute changes, emergencies, and other unforeseen incidents.

 

Responsibilities

Program Management Support

  • Develop and implement program strategies, goals, and objectives.
  • Unwavering commitment to and execution of the safety and security processes, protocols, and regulations applicable to all contract operations.
  • Dedication to full and quick resolution of questions, concerns, and frustrations raised by all team members.
  • Provide daily in-person management oversight and supervision of a geographically dispersed team with a wide array of technical skills, experience, expertise, and objectives
  • Become familiar with and maintain compliance with all contract and Bowhead defined requirements, procedures, and processes followed on the contract.
  • Be able to consistently and clearly communicate that information to team members.
  • Annual performance evaluations of all team members.
  • Complete disciplinary investigations, actions, and monitoring.
  • Monitor and assess program performance metrics to identify areas for improvement and optimization.

Stakeholder Engagement

  • Establish and maintain effective communication channels with internal and external stakeholders, including government agencies, military branches, and industry partners.
    Foster collaborative relationships to enhance information exchange and project coordination.

Financial Management

  • Assist in the budgetary planning and tracking to ensure fiscal responsibility and compliance with financial guidelines.
  • Collaborate with the finance team to monitor expenditures and identify cost-saving opportunities.

Safety and Security Compliance

  • Stay informed about all levels of relevant government and Bowhead regulations and policies impacting experimental facility and laboratory activities.
  • Ensure that all programs and initiatives adhere to regulatory requirements and safety standards.
  • Immediately stop work if unsafe work conditions are observed until those conditions are resolved. Report the incident immediately to Bowhead leadership and follow up as soon as possible with detailed documentation of the situation found and resolution implemented, including relevant POCs.
  • Reporting and Documentation
  • Prepare and deliver regular progress reports to senior management and stakeholders.
    Maintain accurate and comprehensive documentation of program activities, decisions, and outcomes.
    Completion of contractual Contract Data Requirements List (CDRL) deliverables for the program.

Risk Management

  • Identify potential risks and challenges associated with experimental facility and laboratory projects.
  • Develop and implement risk mitigation strategies.


Must be able to ride in all-terrain vehicles over rough surfaces and unimproved road surfaces when in the field, down-range.

 

Qualifications

  • Experience in a testing or research and development environment with explosives and ammunition.
  • Experience working on experimental ranges, Government and commercial.
  • Demonstrated management of a highly technical medium to large sized team.
  • Demonstrated successful management techniques of a highly dispersed team.
  • Project management certification (e.g., PMP) is desirable, but not mandatory.
  • Experience working with and managing employees under a collective bargaining agreement desirable, but not mandatory.
  • 8 years’ experience in a research and development environment, specifically related to weapons and advanced materials with lethality and survivability applications for the U.S. Army.
  • Good understanding of experimental range operations, technologies, and safety protocols.
  • Bachelor's degree in a relevant field (engineering, physics, or related discipline), and five years’ supervisory experience.
  • Five years of experience in program management, preferably in a defense or government setting.
  • Excellent communication and interpersonal skills with personnel at all levels.
  • Ability to collaborate effectively with diverse teams and stakeholders.

Physical Demands:

  • Must be able to lift up to 10-15 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

The projected compensation range for this position is $125,000- $148,000. The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other laws.

 

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
