Overview

Bowhead seeks a Project Manager with acquisition management experience to support our Marine Corps client.

Responsibilities

• Lead and oversee IT projects, applying established project management methodologies to ensure alignment with organizational objectives and mission requirements.
• Develop and maintain comprehensive project plans that clearly define scope, objectives, deliverables, resource allocation, and timelines, while fostering collaboration among cross-functional teams, stakeholders, and vendors.
• Monitor and track project performance against established milestones, budgets, and timelines, proactively identifying and mitigating risks, and ensuring adherence to IT governance, security protocols, and quality standards.
• Provide strategic leadership to project teams by assigning responsibilities, setting priorities, resolving conflicts, and ensuring a high level of team performance. Maintain transparent communication with stakeholders through regular status updates, detailed reports, and progress briefings.
• Support the creation, review, and management of acquisition and program documentation, such as Acquisition Plans (APs), Procurement Initiation Documents (PIDs), Statements of Work (SOWs), and other deliverables, ensuring strict compliance with DoD regulations and directives.
• Evaluate program practices, processes, and documentation to ensure conformity with contractual obligations, organizational policies, and mission-critical requirements. Contribute to key meetings, reviews, and decision-making forums by providing well-prepared insights, analysis, and recommendations.
• Facilitate post-project evaluations to capture lessons learned, drive innovation, and improve future project management and acquisition strategies.
• Execute additional responsibilities as required, demonstrating adaptability and commitment to organizational success.

Qualifications

• Bachelor’s degree in computer science, Information Technology, Business Administration, or a related field.
• Additional education or training in acquisition management is a plus.
• Minimum of 8 years of relevant experience as a Project Manager in IT, expertise in Agile methodologies is a plus.
• At least 3 years of experience in acquisition management, with familiarity in utilizing Acquisition Management Systems (AMS).
• Demonstrated experience managing IT infrastructure, systems development, and software development lifecycle (SDLC) processes.
• Strong understanding of project management principles, methodologies, and best practices.
• Proficiency in project management tools and software (e.g., Microsoft Project, Jira, ServiceNow).
• Advanced skills in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint); knowledge of SharePoint and Microsoft Teams preferred.
• Excellent leadership, communication, and interpersonal skills to manage diverse teams, engage with stakeholders, and negotiate with vendors.
• Strong analytical, problem-solving, and decision-making abilities to address complex project and acquisition challenges.
• Ability to work independently, manage multiple projects simultaneously, and prioritize tasks effectively.
• Project Management Professional (PMP), Certified ScrumMaster (CSM), or other relevant certifications are preferred.
• Detail-oriented and organized, with a proven ability to adapt quickly to new tools and processes.
• Effective communicator capable of engaging all levels of the workforce.

 

SECURITY CLEARANCE REQUIRED: Successfully pass a T1 investigation. Candidates with a security clearance are highly encouraged to apply. US Citizenship is required.

 

Physical Demands:
• Must be able to lift up to 25 pounds
• Must be able to stand and walk for prolonged amounts of time
• Must be able to twist, bend and squat periodically
