Overview

Program Analyst, Executive (PEOC3N):

 

Bowhead seeks an Executive Program Analyst (PA) to provide support to the Project Manager, Tactical Network (TN) and Project Manager Mission Command (MC) from the Pentagon and Aberdeen Proving Ground as required. The PA will serve as a subject matter expert on the Mission Network (TN), Tactical Network Operations Management (TNOM), Joint Tactical Network (JTN), Command Post Integrated Infrastructure (CPI2) and Mission Partner Environment (MPE). The PA will directly support these programs in all activities in preparation for Acquisition reviews, test milestones, and on-site logistics and administrative support necessary for successful meetings, presentations, and decisions.

 

The PA will schedule and conduct pre-briefings, and perform advance coordination for key meetings and decision events at the behest of the Project Manager. The PA will perform extensive coordination leading to key decision events, including critical Milestone decisions by four-star level senior executive leadership. The PA will lead efforts in support of Army and Joint Requirement Oversight Councils, Analysis of Alternative forums, Army System Acquisition Review Councils, Configuration Steering Boards, and Defense Acquisition Boards. The PA will organize hands-on coordination of any major acquisition-related documentation such as Acquisition Decision Memorandums, Acquisition Program Baseline adjustments, and Acquisition Strategy Reports.

 

The PA will provide budgetary assessment, analysis, and recommendations in all facets of PPBE efforts during the specified period of performance, while working closely with the Army Budget Office, the G8 Force Development office, and the Product Manager offices. Working with the Project Manager staff, candidate will review and perform technical analysis for cost, schedule, program risk, economic, and technical matters affecting successful program execution to support Government authorities empowered to make final decisions. The PA will arrange and participate in regularly scheduled meetings, video teleconferences, or ad hoc presentations, as needed, at multiple levels within the National Capitol Region, in support of the Project Manager and the Department of the Army System Coordinator, or appropriate directive authority.

 

 

Responsibilities

  • Engage with Army and Department of Defense staff in information sharing and coordination relative to general matters of interest, upcoming meetings, and decision points. Analyze capabilities, test results, budget execution, and performance against the Acquisition Program Baseline.
  • Responsible to produce analysis, information papers, whitepapers, briefings, and executive summaries in support of leader engagements.
  • Support information gathering efforts through data calls, subject matter expert interviews, and working groups, as well as the analysis of data to provide responsive and timely information for senior leader informed decision making.
  • Apply working knowledge of the PPBE system and must track the programs’ status as performing against the budget cycles of the year of execution, the Budget Estimate Submission budget execution, the Program Objective Memorandum, and the President’s Budget request in January of each year.
  • Must be able to understand explain, and critically review budget forms and exhibits.
  • Engage with stakeholders in producing coordinated staffing packages while meeting established deadlines for submission to USG decision makers to meet statutory, regulatory, and policy mandates.
  • Position will require the performance of other duties as assigned.

Qualifications

  • BS required; MS preferred and 10+ years of related experience

  • Experience with Planning, Programming, Budgeting & Execution Process (PPBE) 
  • Experience with systems engineering and Army tactical networking modernization efforts a plus

  • Knowledge of, and ability to apply, Department of Defense Instruction 5000-02, Army Regulation 70-1 (Army Acquisition Policy) and Department of the Army Pamphlet 70-3 (Army Acquisition Procedures)

  • Previous military experience interacting/working at Department of the Army and Department of Defense level is a plus

  • Experience and successful application of working in a highly collaborative and team environment

  • Strong written and verbal communications skills for the significant interaction with senior level personnel

  • Demonstrated problem solving ability and the ability to juggle competing demands

  • Defense Acquisition Workforce Improvement Act (DAWIA) certification obtained through Defense Acquisition University is a plus

  • Experience with Microsoft Office developing written deliverables, including presentations in PowerPoint, and daily application of Excel, Word, and Adobe.

  • Military experience as an O5 or above is a plus

Physical Demands:

  • Must be able to lift up to 20 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIRED: Must have an active security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
