Overview

Management Analyst (DETO-2025-22274):

 

Bowhead is seeking a Management Analyst to provide services and support to NSWCDD. The position is located at Dahlgren, VA, in support of projects throughout E50, NSWCDD. 

 

***This position will require onsite work at the Bowhead office or Navy installation.***

 

Responsibilities

The Management Analyst will provide project management support and associated tasks, such as, developing and maintaining integrated master schedules, supporting travel and testing logistics, providing meeting minutes and action item logs, developing and editing of documentation, continuous improvement of support, services and products, collaboration with government team and other contractors, and quality assurance. 

 

The job duties for the Management Analyst include but are not limited to:

 

Job duties and responsibilities include but are not limited to:

  • Project management support to assigned technical efforts, recommend program plans, work areas, work breakdown structures, staffing plans, financial documentation, quality assurance plans and procedures, configuration management plans, point papers, status reports, situation reports, operations and user manuals, technical drawings/diagrams, training materials, meeting minutes, and written and electronic documentation that state planned, current and future operations.
  • Coordinate Government inputs, generate and deliver program weekly reports, monthly reports, program review presentations, and program status updates and highlights.
  • Generate, update, and maintain Integrated Master Schedules (IMSs), identifying resources, critical path items, addressing schedule issues, and synchronizing the IMS with other program IMSs.
  • Schedule conference rooms at the Government and Contractor facilities, generate agendas and invitations, disseminate invitations, and print/bind presentation materials.
  • Perform CONUS and OCONUS event (conferences, testing, etc.) planning and logistics.
  • Attend meetings and generate attendee’s lists, meeting minutes, and Action Items (AIs).
  • Track meeting action items and maintain records reflecting both open and closed action items.
  • Contact open action item Point of Contacts (POCs) for status updates and document any updates prior to recurring meetings.
  • Edit documentation during meetings.
  • Generate, update and maintain Work Breakdown Structures (WBS).
  • Adhere to security classification guides and develop/edit/archive project materials appropriately.
  • Schedule conference rooms at the Government and Contractor facility, generate agendas and invitations, disseminate invitations, and print/bind presentation materials.
  • Maintain and update Government project tracking system databases.
  • Maintain and update configuration management database or repository in accordance with program configuration management plan.
  • Deliver documentation describing handling, functionality and architecture of technical products.
  • Perform direct writing for engineers, scientists, and other personnel who author technical and administrative publications.
  • Perform technical editing of existing Government documents and presentations to ensure technical consistency, format consistency, and proper grammar. Configuration control shall be maintained at all stages of document generation and maintenance.
  • Provide recommendations for test documentation, test plans, test reports, test schedules, Standard Operating Procedures (SOP), countdown checklists and problem reports.
  • Ability to work independently and interface professionally with other government agencies, contractors, military personnel. 
  • Ability to define task details, estimates, and schedules using Microsoft Office products (e.g. Excel, Project, Power Point, and Word). 
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
  • Other duties as assigned.

Qualifications

  • Five (5) years combined experience in System Engineering, Business Management, Operations Strategy, process improvement, schedule management, or management analyst role.
  • Demonstrated in-depth understanding of DoD business/operating model and performance drivers.
  • Experience in development of Statements of Work (SOW), work breakdown structures (WBS), staffing plans, monthly reports, schedules, program reviews, meeting minutes, action items.
  • Experience CONUS and OCONUS event (conference, testing, etc.) planning and logistics
  • Demonstrated ability to effectively communicate output data and concepts simply and concisely for senior leaders.
  • Proficiency in Microsoft Project.
  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Analytical thinking to identify risks and develop mitigation strategies.

 

Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

 

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
