Overview

PROGRAM MANAGER (EPA):

 

Bowhead seeks a Program Manager to support the National Security Emergency Preparedness Program contract in Washington, DC.  The Program Manager serves as one of the contract’s four Key Personnel and works onsite in a classified operating environment.  This Program Manager will assist the EPA National Continuity Manager and senior EPA continuity personnel in planning and executing EPA’s Continuity of Operations (COOP) and Continuity of Government (COG) programs, manage COOP-focused Test, Training, and Exercises functions for EPA Headquarters, and oversee a team of experts who manage the EPA Emergency Operations Centers secure facilities, associated communications capabilities, and provide technical assistance to Regional offices possessing classified communications capabilities.  

Responsibilities

  • Serves as the on-site contract manager and coordinates with Bowhead Leadership, the Government Contracting Officer (CO), Task Order Contracting Officer’s Representative (TOCOR), Project Officer (PO), and government management personnel.
  • Responsible for formulating and enforcing work standards, approving contractor schedules, supervising contractor personnel, and communicating policies, procedures, and goals of Bowhead and the customer to subordinates.
  • Assist the National Continuity Manager in reviewing and updating COOP/COG/EM plans, developing management tools and associated reports.
  • Assist the National Continuity Manager in planning, executing, and managing National-level Continuity tests, training, and exercises in accordance with Homeland Security Exercise Evaluation Program best practices and other EPA standards in order to fulfill EPA mission needs.
  • Applying program management and other relevant skills to ensure all other contract tasks are accomplished to the Government’s written specifications.

Qualifications

  • A Master’s Degree or equivalent background experience in National Security Strategy, Management, Public Administration, Political Science, program management or other related scientific, technical, or liberal arts discipline.
  • A minimum of 10 years’ professional experience, of which at least five years must be specialized. Specialized experience includes:
  • Work with Federal national security programs.
  • National security emergency program management and/or operations.
  • Catastrophic disaster and/or environmental emergency program management or operations.
  • Emergency operations center (EOC) activities.
  • Demonstrated ability to provide guidance and direction in the tasks similar to the tasks described in the statement of work.
  • Familiar with interagency national security policy formulation.
  • Experienced in HSEEP-compliant exercise development and execution.
  • Experienced in COOP plan development and COOP program management.
  • Demonstrated capability in managing multi-task contracts of this type and complexity.

 

Physical Demands:
• Must be able to lift up to 25 pounds
• Must be able to stand and walk for prolonged amounts of time
• Must be able to twist, bend, and squat periodically

 

 

SECURITY CLEARANCE REQUIRED: Must currently hold a Top Secret security clearance and SCI eligible. US Citizenship is a requirement for a Top Secret/SCI clearance at this location.
