Overview

Program Manager (L&M-2025-22310):

 

Bowhead is seeking a highly experienced Program Manager to lead large-scale logistics, transportation, and sustainment programs under the Logistics & Marine Group. This role requires extensive expertise in U.S. Army logistics, sustainment, contract management, and business development.

Responsibilities

The Program Manager will oversee operations at the local and national levels, ensuring program execution, compliance, financial efficiency, and strategic business growth. This position will be instrumental in expanding Bowhead’s presence in Army sustainment contracts, the Enhanced Army Global Logistics Enterprise (EAGLE) framework, and other federal logistics programs, while also developing new business opportunities in the government, defense, and commercial maritime sectors.

 

 

Program Management & Execution:

  • Oversee and manage large-scale, multi-site U.S. Army logistics and sustainment programs, ensuring compliance with EAGLE Business Rules, Army Sustainment Command (ASC) guidelines, and contract deliverables.
  • Serve as the primary liaison between Government Contracting Officers (KO), Contracting Officer’s Representatives (COR), Army Logistics Readiness Centers (LRCs), and other key stakeholders.
  • Lead and direct logistics, maintenance, supply chain, and transportation operations, including freight movement, hazardous materials, GSA fleet management, and personnel/cargo travel services.
  • Monitor and manage multi-million-dollar program budgets, oversee expenditures, and implement financial efficiencies to maximize cost-effectiveness.
  • Ensure full compliance with FAR, DFARS, Defense Transportation Regulations (DTR), Joint Travel Regulations (JTR), OSHA, and other relevant guidelines for logistics and transportation programs.
  • Implement risk management strategies, identifying and mitigating operational risks while optimizing efficiency and compliance.
  • Supervise and develop personnel across multiple locations, ensuring contract requirements are met while fostering a high-performance workforce.
  • Deliver detailed reports, briefings, and presentations to senior military leadership, government agencies, and corporate executives on program status, financial performance, and operational effectiveness.

Business Development & Growth Strategy:

  • Identify and pursue business growth opportunities within the EAGLE framework and Army sustainment contracts, as well as broader logistics and maritime sectors.
  • Develop strategic partnerships with key government and defense agencies, fostering relationships with Army Sustainment Command (ASC), Army Materiel Command (AMC), Transportation Command (TRANSCOM), and military logistics organizations.
  • Expand business operations at the local and national levels, targeting new contracts and commercial maritime logistics opportunities in coordination with Bowhead’s Logistics & Marine Group.
  • Support the capture management and proposal development process, ensuring alignment with government requirements and competitive positioning in logistics and sustainment contract bids.
  • Engage with industry partners, subcontractors, and stakeholders to develop new contract vehicles and optimize logistics capabilities across Bowhead’s operations.
  • Represent Bowhead at industry conferences, defense forums, and procurement meetings to enhance brand visibility and business expansion.

Qualifications

  • Bachelor’s degree in Business, Logistics, or a related field required. A Master’s degree is preferred. Extensive military experience may be substituted for education requirements.
  • 20+ years of experience in U.S. Army logistics, sustainment, and transportation operations, with at least 15 years in program management overseeing large-scale Army contracts at the LRC level or higher.
  • Proven track record of business development, contract capture, and government proposal writing, with experience securing new contracts in logistics and sustainment services.
  • Demonstrated expertise in EAGLE Business Rules, ASC requirements, Performance Work Statements (PWS), and government procurement regulations (FAR, DFARS).
  • Strong experience in contract management, including Contracting Officer’s Representative (COR) responsibilities overseeing government logistics contracts and vendor compliance.
  • Deep understanding of Army logistics and transportation systems, including Global Freight Management (GFM), Cargo Movement Operating System (CMOS), Defense Transportation Tracking System (DTTS), and Syncada Third Party Payment System.
  • Financial management experience, including budget oversight, cost analysis, and compliance with Enterprise Resource Management Systems (ERMS).
  • Exceptional leadership, strategic planning, and interpersonal skills, with a proven ability to drive organizational growth.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project) and Army logistics and transportation systems.
  • Excellent communication and negotiation skills, with experience engaging high-level government officials, commercial partners, and defense contractors.

 

Physical Demands:

  • Must be able to lift up to 35 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

 

SECURITY CLEARANCE REQUIRED: Current hold a security clearance at the Secret level. US citizenship is a required for the Secret Clearance.
