Overview

Bowhead seeks an experienced FMS Acquisition Analyst, Journeyman to support PMA-263 International IPT. This position directly supports PMA-263 Small Tactical Unmanned Aircraft Systems (UAS) Program Office at NAS Patuxent River. Position is hybrid and requires the individual to live within 50 miles of NAS Patuxent River, MD 20670.

 

Responsibilities

Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.

 

Tasking includes but is not limited to

  • Assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.
  • Perform detailed analysis of Letter of Offer and Acceptance (LOA) documentation requirements and prepare draft Pricing and Availability (P&A) or LOA data packages in the Defense Security Assistance Management System (DSAMS) in response to formal Letters of Request (LORs).
  • Evaluation of customer needs and comparison against program office capabilities
  • Prepare comprehensive plans, alternatives and pricing back-up data for the FMS sale and life cycle support of systems to include engineering elements such as Non-Recurring Engineering (NRE), software development, and Engineering Change Proposals; and logistics elements such as training, technical publications, spares, software support and obsolescence.
  • Upon FMS Case acceptance, validation and initial implementation, support the establishment of Military Standard Systems/Defense Logistics Management System MILS/DLMS and/or Military Standard Requisitioning & Issue Procedures (MILSTRIP) documents, assignment of new requisitions, development of project directive for the new case(s), processing of purchase requisitions, analysis and participation in acquisition planning for new and/or advanced systems for potential customers.
  • Must have an understanding of case execution activities such as program planning, financial, logistics and systems engineering management
  • Identify current release (foreign disclosures) policy for specific countries. Support FMS Manager by working with Navy International Programs Office (NIPO) to develop and revise Technology Transfer Security Assistance Review Board (TTSARB) determinations. Initiate Exceptions to the National Disclosure Policy (ENDP), Delegation of Disclosure Letters (DDLs) and other DoD disclosure decisions. 
  • Initiate draft inputs regarding responses to Requests for Information (RFIs) from potential FMS customer countries related to
  • Compose draft responses to request for information
  • Other duties as assigned. 

 

Qualifications

  •  

    BS/BA Degree with 3 to 10 years of experience performing duties described in the functional description in support of Foreign Military Sales and a working knowledge of NAVAIR Acquisition Management System (AMS) Suite of Tools.

     

    Also, did you include the screening questions? I don't see them in the requisition and the 4 applicants received don't meet the requirements. 

     

  • Experience in UAS ISR Systems preferred.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Knowledge of SharePoint and Microsoft TEAMS preferred.
  • Ability to communicate effectively with all in the workforce essential.
  • Must be detailed oriented, organized and a quick learner.
  • Must have an active Secret clearance. 

 

 

 

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.

 

Physical Demands:

  • Must be able to lift up to 5 to 10 pounds 
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically
