Overview

Bowhead seeks a Lead Emergency Management Analyst to support the Architect of the Capitol’s (AOC) Emergency Management program. This position is on-site on Capitol Hill in Washington, D.C. and may be filled from 6:00 am – 2:00 pm or 10:00 am – 6 pm.

Responsibilities

• Provides on-site support to the AOC’s Emergency Management program.
• Serves as a “watch stander” in AOC’s interim Emergency Operations Center, providing situational awareness briefings and reports, and triaging open source information to enhance the situational awareness of AOC leadership and staff.
• Provides subject matter expertise in all five (5) phases of the emergency preparedness cycle – prevention, preparedness, mitigation, response, and recovery.
• Liaise with AOC Emergency Coordinators on a regular basis in support of the AOC Emergency Management Coordinator.
• Review and update or create emergency action plans, occupant emergency plans, job action sheets, standard operation procedures, and similar documentation in support of program maturation.
• Support and observe dills and exercises, to include preparing exercise plans and after-action reports.
• Support inventory validation of emergency supplies, as required
• May be required to support EOC surge staffing during planned or unplanned events such as National Special Security Events, concerts, severe weather, or police activity. This requirement may occur outside of or in addition to regular working hours including nights, weekends, and Federal Holidays.

• Other duties as assigned.

Qualifications

• Associates of Science degree in Emergency Management or a related field (Bachelors preferred).

• 5+ years of experience and strong familiarity with FEMA’s Incident Command System (ICS), or formal training in any Emergency Management discipline.
• Must possess certifications in IS-100, IS-200, and ICS-300 or able to attain certifications with 120 days of contract start.
• Experience supporting an emergency response action led by a Federal, State or local Government organization.
• Proficiency with Microsoft Office software including MS Word, MS Excel, MS PowerPoint and SharePoint.
• Familiarity with WebEOC, Blackberry Adhoc or similar alert/notification systems, and other communications equipment is preferred.
• Experience with the Homeland Security Exercise and Evaluation Program or equivalent exercise and training program experience highly preferred.
• EMT certification, Firefighter, Police, Paramedic, Emergency dispatcher, ER nurse experience and certifications considered as well.

• Must be able to interact appropriately across the AOC mission areas to collect and identify risk areas and training opportunities.
• Must possess professional candor, the ability to maintain lateral and hierarchical accountability, and drive toward a unified mission.
• Soft skills, including but not limited to, maturity, patience, composure and an understanding of decorum.

 

Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Obtain a favorable screening/background check from United States Capitol Police (USCP) (Form CP-491) prior to starting work. Full time employment may begin after obtaining a favorable screening/background check from United States Capitol Police. Your continued employment will be contingent upon maintaining it through the duration of your employment. US Citizenship is required.
