Overview

Bowhead seeks a Senior Acquisition Specialist to support our customer on PMA-263.

 

This position directly supports PMA-263 Small Tactical Unmanned Aircraft Systems (UAS) Program Office at NAS Patuxent River. This position requires experience with Procurement Management Tool (PMT), Common Spend Plan Tool (CSPT) and Acquisition Matrix (AcqMat).

 

This is a hybrid position, however, individual must live within 50 miles of NAS Patuxent River, MD 20670.

Responsibilities

Supports and drafts program milestone related documentation to ensure compliance with all aspects of the DoD and SECNAV 5000 series directives.  Supports the development of program acquisition documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBA).  Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements.  Attends, participates, supports, analyzes, provides input, develops, prepares and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.  

 

Tasking includes but is not limited to:

  • Knowledge and awareness of all statutory and regulatory acquisition documentation requirements and advise the Government Acquisition Lead regarding changes or delays in approval cycles or documents that are no longer.
  • Review and provide recommendations regarding program.
  • Perform the research, development, review, analysis, revision, routing and tracking of acquisition documentation for Government review and approval to include all DoD 02 documentation, Justification and Approvals (J&A), Program Decision Memorandums (PDM), Acquisition Category (ACAT) Determination Letters and Tailoring Agreements.
  • Provide independent assessments and recommendations for improving program acquisition efficiencies.
  • Monitor contracts & track mission objectives to include selection, definition, and documentation generation and coordination of Procurement Initiation Documents (PIDs) in the Procurement Management Tool (PMT), Statements of Work, Contract Data Requirements Lists (CDRLs) and Class I Engineering Change Proposals (ECP) contract Maintain status of PID package as it goes through the procurement process and provide weekly updates for programs.
  • Assist in the coordination of technical evaluations of proposals, tracking and coordinating Basis of Estimate evaluation.
  • Support program procurements by providing acquisition support services through the collection of technical progress reports, cost, schedule, alternative and work around procedures provided by the prime contractors.
  • Participation in populating data fields within the Acquisition Matrix (AcqMat) web-based application in support of the Acquisition Program Health Monitor (APHM).
  • Willing to mentor junior level staff.

Qualifications

  • MA/MS* Degree over 10 years of experience performing duties described in the functional description. *Allowable substitution BS/BA Degree with 16 years’ experience.
  • Working knowledge of DOD 5000.02 required.
  • Applicant must have current NAVAIR Acquisition experience proficient in Acquisition Management System (AMS) tools specifically Procurement Management Tool (PMT) and Common Spend Plan Tool (CSPT).
  • Applicant must have firsthand experience utilizing Acquisition Matrix (AcqMat).
  • Must be able to multitask and thrive in an agile environment. 

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
