UIC Bowhead is seeking an experienced Release Train Engineer with portfolio expertise looking to step into the role of a Solution Train Engineer to support a major Agile transformation for a U.S. Marine Corps acquisition program. This role sits at the intersection of solution-level delivery orchestration and portfolio-level governance, enabling strategic alignment, synchronized execution, and measurable value delivery across multiple Agile Release Trains (ARTs) and program teams.
You will join an established team of senior Agile coaches who have been guiding the organization’s readiness and strategy for this transition. As a core member of this team, you will play a pivotal role as solution train execution begins, working shoulder-to-shoulder with government leadership, product managers, and delivery teams to institutionalize SAFe-based portfolio and solution train practices.
The right candidate will have deep experience as a Release Train Engineer (or equivalent leadership role in scaled Agile delivery), hands-on knowledge of portfolio-level planning and the facilitation skills to engage senior stakeholders in a complex, high-visibility environment.
• Facilitate solution-level events including Pre- and Post-PI Planning, Solution Demos, and Solution Syncs to ensure alignment across multiple ARTs and suppliers.
• Drive identification, tracking, and resolution of cross-ART dependencies, systemic risks, and integration challenges.
• Partner with Solution Management, Product Management, System Architects, and RTEs to align strategic priorities with execution commitments.
• Collaborate with portfolio leadership to operationalize SAFe-aligned portfolio management practices that promote strategy execution, transparency, and adaptive planning.
• Facilitate Strategic Portfolio Reviews, portfolio Kanban flow management, and epic lifecycle tracking. Support the development and review of Lean Business Cases to guide investment decisions and value delivery.
• Configure and maintain JIRA/Confluence portfolio structures and dashboards for real-time visibility into epic progress, dependencies, and delivery health.
• Partner with government PMO leadership, Product Managers, Epic Owners, and ART leadership to build capability in SAFe portfolio and solution train roles.
• Champion hypothesis-driven funding, and value stream alignment.
• Guide backlog refinement, prioritization, and planning to connect portfolio strategy with delivery execution.
• Collaborate with analysts to define and track portfolio performance metrics (throughput, predictability, value realization, epic progress).
• Help mature data-informed governance that supports enterprise and tactical decision-making in alignment with defense modernization goals.
• Operate as a trusted, embedded partner within the government PMO, building relationships across leadership, technical teams, and functional stakeholders.
• Translate strategic objectives into actionable, solution-level delivery plans that bridge the gap between leadership vision and execution reality.
• Bachelor of Science/Arts degree required
• 5+ years’ experience as a Release Train Engineer, Solution Train Engineer, Agile Product Manager, or equivalent in a SAFe environment.
• 15+ years’ experience in Software Development and/or Product Management preferred.
• Demonstrated experience facilitating large-scale planning events and resolving complex delivery dependencies.
• Hands-on experience with Lean Portfolio Management practices in a complex, multi-ART environment.
• Strong background in Agile software development; prior developer or technical lead experience strongly preferred.
• Exceptional facilitation, communication, and relationship-building skills with proven ability to influence senior stakeholders.
• Proficiency in JIRA, Confluence, and related Agile portfolio management tools.
SECURITY CLEARANCE REQUIRED: Must currently hold a Secret security clearance. US Citizenship is required.
