Overview

Bowhead seeks Personnel Security Assistants to support our customer on the TSA Personnel Security Adjudication (PERSEC) Services contract.

 

Responsibilities

• Maintain proficiency in the business process of “Electronic Application” (e-APP) and the National Background Investigation System (NBIS),
• Maintain proficiency with the complete Suitability/ Fitness and Security Vetting Process for federal employees and contractors.
• Review and evaluate security applications submitted to the TSA Personnel Security Branch.
• Initiate investigative process appropriate to the position sensitivity and/or the level of security clearance required and review forms for accuracy and completeness.
• Conduct pre-employment checks to complete the intake process to include checking CVS and DISS JVS for prior investigations and clearances, Credit Bureau Checks and Citizenship checks, as applicable.
• Obtain prior investigations files and record existing security clearance access, as applicable.
• Maintain familiarity with all the various personnel security background investigations and completion of the Standard Forms 85, 85P, 86 and OF-306 including the number of years to be addressed by each investigation and with the Personnel Vetting Questionnaire (PVQ) when it replaces the above noted Standard Forms for use in all investigations.
• Provide customer service and support functions to applicants ensuring that all requirements of the security package are met.
• Review and analyze the submitted e-APP (or PVQ, as applicable) to verify it is accurate and complete prior to forwarding for review.
• Provide customer service, by telephone or email, to resolve applicant questions, omissions, or other concerns related to the clearance and suitability program and process.
• Handle customer service calls and requests, manage group email boxes and answer questions pertaining to personnel security inquiries, including general inquiries and security related questions for the PerSec Branch.
• Provide reconciliation of clearance request forms for current or new requests, tracking of current investigations and the preparation of statistical reports, update applicable databases, and ensure all required documentation is signed and uploaded into the appropriate security file.
• Assist with file management and the release of investigations to other federal agencies, as applicable and assist with other personnel security related matters such as exit requests and data entry system updates.
• Maintain proficiency with the policies for reciprocity, continuous evaluation, and continuous vetting.
• Assist with Continuous Vetting (CV) enrollments and unenrollment’s, validation and tracking of CE and RapBack Alerts and scheduling of additional investigation elements as needed.
• Assist with Security Executive Agent Directive 3 (SEAD 3) Reporting Requirement submissions and route for action, if required.
• Adhere to policy and safeguards the securing of PII and classified investigative content.
• Attend related training as it becomes necessary for any changing regulations or mandates pertaining to the personnel security vetting program.
• Other duties as assigned.

Qualifications

• Minimum of a High School diploma (Bachelor degree preferred).
• Minimum of two (2) years of experience performing administrative support functions directly related to personnel security vetting processes.
• Demonstrated ability in the efficient use of Security Case Management Systems.
• Experienced user of Microsoft Office suite applications
• Experienced user of NP2, DISS, and NBIS applications, with special emphasis on e-App, JVS, and CVS.
• Ability to work independently and with minimal supervision.
• Must be organized and have excellent oral and written communication skills commensurate with the demands of the PSA position.
• Demonstrated ability to articulate and grammatically compose content using the English language.
• Ability to multi-task and handle heavy workloads.

 

Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently have an active Secret clearance.
