Project Manager (TAFB-2025-23869):
Bowhead seeks a highly qualified Project Manager to oversee day-to-day execution of the Base Telecommunications System (BTS) contract at Travis AFB. The Project Manager serves as the primary point of contact with the Government, ensuring contract deliverables are met, operations are aligned with mission requirements, and performance consistently exceeds expectations. This role requires strong technical knowledge of telecommunications systems and proven leadership in managing personnel, schedules, budgets, and compliance across a mission-critical environment.
Essential functions will include:
Contract Execution & Leadership – Direct all aspects of BTS operations, including switch maintenance, VoIP/CUCM administration, OSP/ISP cable plant support, preventive maintenance inspections, and E-911 database accuracy IAW PWS Sections 2–6.
Key Personnel Oversight – Serve as the designated Key Personnel (On-Site Engineer/Project Manager) responsible for supervising technicians, coordinating staffing, and ensuring substitutions meet or exceed contractual standards.
Customer Interface – Act as the primary liaison to the COR/CO, 60th Communications Squadron, and tenant organizations; attend design reviews, production meetings, and project briefings (PWS 6.1.2–6.1.3).
Schedule & Resource Management – Manage work orders, outages, and preventive maintenance schedules to ensure operational continuity and compliance with PWS-mandated response times (PWS 4.1–4.5).
Data & Configuration Management – Oversee updates to CAIRS/TMS, CVC, and telecommunications records, ensuring 100% accuracy of plant documentation (PWS 6.2–6.3).
Compliance & Safety – Enforce OSHA, DoD, Air Force, and environmental compliance (PWS 7.9–7.15), including confined space, hazardous materials, and stormwater requirements.
Mission Assurance – Lead continuation of essential services during contingency, crisis, or emergency events IAW DFARS 252.237-7023/7024 (PWS 7.6).
Other duties as assigned
Required: Bachelor’s degree in Telecommunications, Information Systems, Electrical Engineering, or a related field.
Preferred: Master’s degree in Project Management, Engineering Management, or Business Administration
Minimum: 5 years of progressive project management experience in telecommunications or IT O&M environments.
Preferred: 7–10 years, including direct leadership of multi-disciplinary teams supporting DoD communications systems.
Current DoD 8570.01-M IAT Level II certification (e.g., Security+, CCNA Security, CySA+)
Active Cisco Certified Network Associate (CCNA) or higher; CCNP: Collaboration strongly preferred
Preferred Skills or certifications
Project Management Professional (PMP) certification.
ITIL v4 Foundation or higher.
OSHA 30-hour safety certification for telecommunications/construction environments.
Strong working knowledge of CUCM, VoIP, OSP/ISP cable plant, E-911, and CAIRS/CVC data systems.
Demonstrated ability to manage budgets, subcontractors, and performance metrics in accordance with FAR/DFARS requirements.
Target salary is $95,000/annually-115,000/annually commensurate with experience
Physical Demands:
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
