Overview

Program Analyst (C80-2026-24665):

 

Bowhead seeks a Program Analyst to provides administrative, coordination, and operational support to the NAVSEA Budget & Financial Management (BFM) Competency across functional areas. This role directly supports the BFM Competency Lead and contributes to workforce development initiatives, Financial Management (FM) Certification program execution, training coordination, data analysis, reporting, and enterprise collaboration.

Responsibilities

  • Provide day-to-day administrative and program support to the BFM Competency Lead and staff
  • Develop, update, and maintain Standard Operating Procedures (SOPs), desk guides, and process documentation in coordination with government leadership
  • Support execution and tracking of Financial Management Certification program requirements
  • Manage and coordinate the BFM Competency and SEA 01 training calendar, including scheduling, stakeholder coordination, and completion tracking
  • Collect, organize, and analyze data to support leadership reporting, workforce planning, and enterprise requirements
  • Maintain and update SharePoint and Microsoft Teams collaboration sites to ensure content accuracy, accessibility, and data integrity
  • Support data calls, special projects, and mission-related initiatives as assigned

Qualifications

Required Qualifications

  • United States citizenship
  • Active DoD Secret security clearance or eligibility to obtain one
  • Bachelor’s degree in Business Administration, Finance, Accounting, Public Administration, Management, Education/Training, Information Systems, or a related field
  • 3–6 years of experience providing administrative, program, training, workforce development, or data analysis support
  • Experience supporting government, DoD, or large enterprise organizations

Required Competencies

  • Strong analytical and data management skills
  • Ability to learn new systems, tools, and business processes quickly
  • Strong organizational skills and attention to detail
  • Ability to manage multiple priorities and meet deadlines
  • Ability to work independently with limited supervision
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook)
  • Strong written and verbal communication skills
  • Ability to collaborate effectively across functional and stakeholder groups

Preferred Qualifications

  • Experience supporting DoD, Navy, or NAVSEA Financial Management organizations
  • Knowledge of Department of the Navy FM Certification programs
  • Experience coordinating training programs or workforce development initiatives
  • Proficiency in SharePoint and Microsoft Teams administration
  • CAPM or PMP certification

Work Environment

  • Full-time position, primarily remote/telework eligible
  • Ability to travel to Washington Navy Yard (DC Metro Area) on short notice as mission requirements dictate

 

 

Targeted Salalry range will be $95,0000-$105,000 annually based on qualifications and experience.

 

Physical Demands:

  •  Must be able to lift to 25 pounds
  •  Must be able to sit, stand and or bend for prolonged amounts of time

 

SECURITY CLEARANCE REQUIREMENTS: Mustbe able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
