Overview

PROGRAM MANAGER (CDAO):

 

Bowhead seeks a Program Manager to support the Chief Digital and Artificial Intelligence Office (CDAO) program located in Arlington, VA. This contract provides enterprise-level program management, governance, process architecture, and enterprise and solution architecture advisory services in support of the CDAO WDP program. The Program Manager (PM) will oversee all contractor activities and act as the single point of accountability for the performance of the Task Order (TO). The PM will ensure close coordination between the Government’s AAS Defense Contracting Officials and the contractor’s team, while proactively addressing risks, resolving issues, and ensuring timely and high-quality deliverables. The PM will also align program execution with CDAO’s mission objectives of enhancing the War Data Platform (WDP).

Responsibilities

 

  • Manage the day-to-day execution of TO requirements and oversee contractor personnel, subcontractors, and other teammates.
  • Deliver key program management documentation, including the Program Management Plan (PMP), regular reporting (e.g., Monthly Status Reports), and Transition-In/Out Plans.
  • Support governance activities, budget management, and risk mitigation strategies in line with mission priorities.
  • Ensure project milestones are met according to the Government-approved schedule.
  • Host and attend meetings, including kick-off meetings, status meetings, and ad hoc meetings with Government stakeholders.
  • Act as the main interface with CDAO officials, ensuring alignment with their operational and modernization strategies.

Qualifications

  • Education:
    • Required: Bachelor’s Degree in business, management, engineering, computer science, or related technical field.
    • Preferred: Master’s Degree in business, management, or related technical discipline.
  • Certifications:
    • Project Management Professional (PMP) or Program Management Professional (PgMP).
    • ITIL Certification (Foundational or Intermediate).
  • Experience:
    • Minimum 5+ years of recent experience managing complex programs of comparable size and scope.
    • Familiarity with Agile, Waterfall, or hybrid methodologies, with demonstrated success in delivering enterprise IT or DoD projects.
    • Strong track record of leading efforts across multi-stakeholder engagements, including Government and contractor organizations.

Physical Demands:

 

  • Must be able to lift 25 pounds on occasion.
  • Must be able to stand and walk for prolonged period amounts of time.
  • Must be able to twist, bend, and squat periodically.

 

SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Top Secret level with SCI eligibility. Due to work requirements, this position will not entertain work from home capabilities. US Citizenship is a requirement for this contract.
