Overview

Bowhead seeks a Senior Program Analyst to support its customer in Springfield, VA. The Senior Program Analyst will assist Technical Office Directors and Pods in forecasting, tracking, and updating the commitments, obligations, and expenditure data of RDT&E and O&M funding for prior fiscal year and current fiscal year office budget reviews.

Responsibilities

• Assist in R&D program development from concept inception to transition of technologies
• Program management and understanding of cost, schedule, and performance;
• Structuring program schedules and planning execution of funding;
• Drafting, reviewing, and editing R&D statements of work (SOWs), contracts, and agreements such as Technology Transfer agreements, CRADAs, EPA, PIA, OTs, etc., and other program documentation;
• Ability to communicate effectively over multiple media types, schedule and facilitate meetings, and take actions independently.

Qualifications

In accordance with Executive Order 14042: Ensuring Adequate COVID Safety Protocols for Federal Contractors, candidates should be aware that they may be required to have received or be willing to receive the COVID-19 vaccine by date of hire.

• BA/BS or MA/MS in a technical degree or with 36 credit hours in technology related curriculum.
• Greater than or equal to 15 years of work experience.
• Knowledge and experience in R&D program development from concept inception to transition of technologies
• Experience or education in program management and understanding of cost, schedule, and performance;
• Knowledge of RDT&E funding, the PPBE process and FAR, DFARS FMR for structuring program schedules and planning execution of funding;
• Experience drafting, reviewing, and editing R&D statements of work (SOWs), contracts, and agreements such as Technology Transfer agreements, CRADAs, EPA, PIA, OTs, etc., and other program documentation;

Desired:
• BA/BS or MA/MS in systems analysis, systems engineering, or systems management


SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Top Secret/SCI level. Must be eligible to obtain a CI Poly. US Citizenship is a requirement for Top Secret/SCI clearance.
