SITE SUPERINTENDENT / SSHO - JOB SUMMARY: Provide the knowledge, skills and experience required to manage the day-to-day field operations of construction projects. Responsible for the production, quality and safety aspects of the work and is accountable for: producing quality work that is constructed consistent with the standard's set forth in the project(s) contract documents; for performing the work in a timely and cost effective manner and for maintaining a work environment that is safe and continuously kept clean and orderly. Responsible for ensuring the appropriate safety policies, practices, and strategies are defined and enforced in accordance with local and government regulations and are followed at the project site. Investigate safety and health incidents and complaints. Moreover, responsible for establishing a professional work environment that includes fostering a positive atmosphere, promoting proactive and effective communication, facilitating problem solving and for minimizing and resolving conflict in a constructive manner. The primary focus of the Site Superintendent / SSHO is to provide the managerial and leadership skills necessary to accomplish the work by means of subcontractors, self-performance of work and to deliver the project on time, within budget to the highest standards possible without accidents or injuries.

 

ESSENTIAL FUNCTIONS:

� Managing the day-to-day field activities to ensure that the project-milestone dates and overall schedule completion date is met. � Creating and maintaining a culture that values safety and maintains a healthy environment.

� Working with Project Manager (PM) to develop Baseline Project schedule and monthly updates.

� Work with PM in preparation and use of three-week look ahead schedules.

� Work with PM to develop Subcontractor and Vender scope of work.

� Work with PM and QC in development of Submittal register and individual submittals.

� Ensure all required testing and reports are planned ahead, performed and that all reports are kept current.

� Managing the safety and health programs to ensure compliance with established policies, state/federal laws and OSHA regulations and act as the primary contact for all health and safety and/or regulatory agency requests and inquiries.

� Managing and coordinating the work to ensure that it is constructed in an orderly and deliberate manner that is consistent with the standard-of-care set forth in the contract documents that is viewed by industry as an effort that is consistent with best-practices standards.

� Identifying, managing, directing, and auditing the systems required to limit risk factors leading to safety, health, and/or environmental incidents, compliance violations, or property damage.

� Performs new-hire orientation.

� Establishing and maintaining all dimensional controls for the project to include the use of third party personnel when appropriate.

� Verifying that all work is installed in a workmanlike manner (i.e.: plumb, level, straight, etc...).

� Managing and looking-ahead to proactively identifying issues that could lead to problems and facilitate solutions.

� Obtaining all inspections and ensuring that the quality aspects of the physical work are fully documented.

� Ensuring all aspects of the project are compliant with all contract terms and legal requirements that govern the project and the community in which the project(s) takes place.

� Responsible for representing the company during any third-party site visits, whether for consultation or enforcement actions.

� Administering client specific programs, such as quality control, safety programs, environmental stewardship, security compliance, etc.

� Conducting and/or participating in regularly held meetings involving Qayaq Government Solutions, LLCs internal staff and external stake holders such as pre-construction meetings, progress meetings, and safety meetings.

� Conducting weekly Subcontractor progress review meetings.

� Meeting with client representatives on a regular basis to discuss the status of projects, to proactively identify and resolve problems and to assure that the client is kept knowledgeable about the status of the work.

� Managing self-performed activities to ensure that work is being performed within the established project budget.

� Managing changes in project scope to ensure that the most contemporary contract documents are being used at all times to prevent avoidable rework.

� Work with the PM to administer contracts, subcontracts, purchase orders and other agreements to ensure that the scope, terms and conditions are consistently and proactively being met.

� Managing the punch list and project closeout process to assure timely completion.

� Maintaining daily paperwork such as field reports, schedule updates and e-mail correspondence.

� Responsible for any follow-up documentation and correspondence with all government safety officials.

� Directing and managing the work loads of supporting staff to include training, mentoring and follow up.

� Providing timely and cordial interaction with supporting work groups, such as accounting, HR, etc.

� Ongoing administration of the on-site Health & Safety program that insures a safe and compliant work environment.

� Ensure proper employee, company, and subcontractor certifications are obtained and maintained.

� Communicate, educate, and train employees in safety awareness and specific safety requirements according to OSHA and EM385-1-1.

� Ensure that all employees have received the required training on the hazards specific to their position and documents such training in a manner that demonstrates the employee understands.

� Make sure all personnel and subcontractors are trained and certified (when required) and are up to date on various internal safety programs/activities.

� Conduct daily safety and health inspections and maintain a written log.

� Conduct mishap investigations and complete required reports.

� Maintain the OSHA Form 300 and Daily Production reports for prime and sub-contractors.

� Maintain applicable safety reference material on the job site.

� Attend pre-work meetings including preparatory inspection meetings, and periodic in-progress meetings.

� Implement and enforce accepted APPs and AHAs.

� Maintain a safety and health deficiency tracking system that monitors outstanding deficiencies until resolution.

� Ensure sub-contractor compliance with safety and health requirements.

� Performs timely investigations of workplace accidents, injuries, illnesses, and near-misses, identification of root cause and rapid correction of contributing factors with documented closure.

� Accurately report accidents and illness within reporting timelines.

� Report recordable injuries in a timely manner.

� Monitors all follow up treatment of injured workers and assists with the development of modified duty positions, as appropriate, to minimize the cost of workers compensation claims.

� Create and maintain Activity Hazard Analysis, evaluate hazards within the job site for safety and health risks and develop hazard control practices and programs.

� Recognize a variety of issues, problems or opportunities and determine whether action is needed; identify the need for and collect information to better understand issues, problems, and opportunities.

� Perform other duties as assigned.

Qualifications

QUALIFICATIONS:

� Bachelor of Science degree in Construction Management, Safety & Health or related field preferred; 2:1 experience for education may be substituted.

� Six (6) years Site Superintendent or Construction Management experience required.

� A minimum of 3 years of experience in government contracting required.

� A demonstrated understanding of construction means and methods associated across a wide spectrum of disciplines, a working knowledge of all construction trade work.

� Must have strong computer skills. Proficiency with MS Excel spreadsheets, email and other software used in the construction industry desired.

� Prior experience working with SCIFs is preferred.

� Current safety credentials to include OSHA 30, USACE EM 385-1-1 and First Aid/CPR required.

� Current HAZWOPER certification.

� Current QCM certification desired, but not required.

� Extensive experience with bid package reviews, construction estimates, and estimate verification.

� Must have construction leadership experience, and demonstrate the ability to manage, organize, and direct the elements of a multi-functional project to include, but not limited to planning, procedure development and resource management.

� Able to read and interpret engineering, architectural, other construction drawings, and specifications.

� Implementation of Corporate Safety Program and applicable safety regulations.

� Ability to work extended work schedules as required supporting the project execution plans and schedules.

� A valid drivers' license issued by state of residence and in good standing and able to obtain and maintain a Government drivers license. Must not have a DUI or reckless driving history in the past ten years.

� Will be required to pass facility security clearance investigation on DoD Projects.
